Kalinga PTF-ELCAC pours support to insurgency-cleared barangay

LUBUAGAN, Kalinga (PIA) – Steadfast in its mission to address the root cause of insurgency in Kalinga, the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) is pouring support to Barangay Tanglag in this municipality.

The PTF-ELCAC recognizes the need to make up for the services that the barangay was deprived of due to insurgency. Member-agencies are employing the whole-of-government approach and stepping up to bring various assistance and interventions to Tanglag.

The planned assistance and services for Tanglag were presented during the task force’s second quarter meeting on June 20 led by Department of the Interior and Local Government (DILG)-Kalinga Provincial Director Anthony Manolo Ballug.

“There is only one way to help them. Datayo met nga kadwa da nga ada ti gobyerno, [let’s] assist them by any means we can and let them understand that the government is here for them,” Ballug said.

Based on the plan, the Department of Social Welfare and Development  will provide temporary employment through its cash-for-work program while the Department of Trade Industry  will give  orientation   on coffee processing.

The Department of Labor and Employment committed to provide coffee processing livelihood support and implement its community-based livelihood assistance, the Tulong Panghanapbuhay Para sa Ating Disadvantaged/Displaced Workers Program or TUPAD.

The Office of the Provincial Veterinarian will distribute livestock to organizations.

Moreover, the Provincial Disaster Risk Reduction and Management Office and the Philippine Red Cross-Kalinga chapter will give capacitation training. The Philippine Army will also conduct a Youth Leadership Summit  for the young people of Tanglag.

Other interventions lined up are the moral recovery program of the Philippine Army and the Philippine National Police, and a weekly ecumenical visit.

Tanglag has been declared as a cleared barangay and is among the identified  areas for the Retooled Community Support Program for 2023. 

In April, the PTF-ELCAC also conducted a revisit and Serbisyo Caravan in Barangay Tanglag. (IOS-PIA CAR, Kalinga)
