ISABELA CITY, Basilan Apr 18 (PIA) – The functionality of the Isabela City Local Council for the Protection of Children (LCPC) has dramatically improved from being “progressive” to “ideal” level.

In a recent annual assessment meeting of the LCPC with regional evaluators, the Isabela LCPC acquired a rating of 84.5 percent that accelerated its functionality from being progressive to ideal level, surpassing the mature level.

City Social Welfare Officer Ema Gurrea was elated over the improved rating as the city local council has been in progressive level for over ten years.

She said that what helped a lot to improve the rating was the careful documentation of all programs and activities related to children’s welfare and protection. All the necessary documentation was presented to the evaluation team.

The functionality of the local LCPC is based on the following criteria: organization (10%), meetings (10%), policies-plans-programs (30%), and accomplishments (50%).

Notable to the local body was the enactment of a Youth Code on June 30, 2016 and its partnership with non-government organizations in implementing a series of campus tours tackling Adolescence Youth Reproductive Health, the regular immunization program, and the sustained radio program on health over DXNO Radyo Komunidad de Isabela City, Basilan.

The regional evaluation team, composed of representatives from NEDA, DILG, and the Philippine Information Agency have encouraged the local body to sustain the efforts and maintain the ideal level functionality in the coming years.

The level of functionality is based on the following: Basic if the score is 1 to 20 percent, Progressive (21-50%), Mature (51-79%) and Ideal (80-100%), respectively.

Every city or municipality is mandated by law to create the LCPC, by virtue of Republic Act No. 4881 or An Act creating a council for the protection of children in every city and municipality of the Philippines and for other purposes that shall “supervise and act as guardian for the health, education and well-being of all the minors within the city or municipality, and for this purpose it shall, among others, have the functions provided for in Article 360 of the Civil Code.” (ALT/RVC/PIA9-Basilan)
