CAGAYAN DE ORO CITY, March 16 -- State pension fund Government Service Insurance System (GSIS) oriented anew the close to 500 Agency Authorized Officers (AAOs) and Electronic Remittance (ERF) file handlers to give updates and enhancement of its Electronic Billing and Collection System (EBCS) on March 15 in Cagayan de Oro.

GSIS Cagayan de Oro Branch manager Engr. Rosalinda G. Mendoza said the EBCS enhancements were successfully deployed last February 17, 2017.

The enhancements aim to eliminate or minimize the clarificatory items that are continuously encountered every remittance. Once implemented, a significant decrease in the clarificatory items is expected, since the improvement ensure updated membership records with look out to the existing accounts of member and guarantee that the payments remitted has corresponding partners matched against the GSIS database.

Deployed enhancement include EBCS new matching rules using combination of business partners (BPs) and cleanse names based on the Membership Service Profile (MSP) line covering the due month of remittance.

Also, inclusion of Electronic Billing File (EBF) of members’ with “Centrally Block” status; and Configuration of EBCS Threshold.

“This is our venue to re-orient you as our partners in delivering effective and efficient service to our members; and to professionalized the AAOs and ERFs,” said Engr. Mendoza.

She also said GSIS wanted to be consultative, member-focus; and to give what is due for the members. 

For his part, GSIS Cagayan de Oro Billing, Collection and Reconciliation Division team leader Jerome Q. Raro said that the target implementation of 95 percent threshold is on April 1.

The participants were oriented on their responsibilities as well as on the various forms needed to update the records of their co-employees in the GSIS database. An updated MSP will pave way to the correct billing for compulsory premiums, correct granting of loans, accurate computations of claims and absence of reconciling items, said GSIS Membership Department Division for Visayas-Mindanao Group department manager Elmer C. Baguio. He also discussed in detail the usual forms for request in updating with the GSIS Membership Department.

Baguio also clarified that alternate AAO’s access to loan certification will be only activated if the primary AAO is on leave.

The half-day activity was highlighted by an open forum which gave an opportunity for the AAOs to raise related issues for clarification to GSIS Membership Department and GSIS Cagayan de Oro Branch officials.

Meanwhile, GSIS officials bared that the pension fund is recognized at the 2016 World Pension Summit at The Hague, Netherlands, for its EBCS and using innovation to drive pensions forward through investment, design, innovation, participation, among others that help drive successful outcomes.

GSIS’s winning entry, the EBCS, is a web-based application that allows the pension fund to send its billing statements for premiums and loan amortization to government agencies electronically and accept payments online. Through eBCS, GSIS improved its posting and collection efficiency and reduced operational costs.

GSIS officials, on the other hand, reminded AAOs and ERF handlers on the new threshold on net take home pay as stipulated in Section 47 (Authorized Deductions) of the General Provisions of Republic Act No. 10924, General Appropriations Act for Fiscal Year 2017, entitled An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January 1 to December 31, 2017, and for Other Purposes, shall now be P4,000.

Further, GSIS announced that applications for the GSIS Scholarship Program for AY 2017-2018 are now being accepted.(EOR/PIA10)
