Trainings re employee rights give positive results

TABUK CITY, Kalinga, June 16 (PIA) - - The Civil Service Commission (CSC) Field office here reported that trainings they gave on grievances are now yielding positive results.

Kalinga and Apayao CSC Field Office Director Ruben Wacas said that through these trainings, government workers are now aware, awakened, and inspired to do their part seriously like airing their grievances and seeking remedies and solutions to bureaucratic problems.

He said that following the conduct of the revised rules on administrative cases in the civil service training at Sta. Felomina in Calanasan, Apayao, their office received five administrative complaints. “We are on the process of investigating these cases if they are accompanied with material evidences,” he said adding a show cause order will be issued to concerned employees if warranted.

“Public governance is improving, public servants are now assertive and are helping government cleanse its ranks from those unfit to serve,” Wacas said.

Meanwhile, due to increasing demand for in-service training from government offices in the provinces of Kalinga and Apayao, CSC is offering to both 1st and 2nd level positions trainings to further upgrade skills of state workers and improve delivery of public service.

Wacas said various requests from local government units (LGUs) from the two provinces and national government agencies have been reaching their office asking for the conduct of trainings aim to tool their employees on necessary skills that could efficiently and effectively help them implement their respective programs and projects.

He said such trainings are requested since there are newly introduced approaches in the delivery of public service that need also new strategies to successfully implement them and to increase client satisfaction. “Traditional ways of public service delivery such as plan and execute made employees prone to abuse," he said.

“At present, CSC is hammering on public accountability in the public service where employees have to be accountable at all times for their acts,” Wacas stressed calling also on government institutions to implement the strategic performance management system and adopt the new performance evaluation system.
