DILG holds briefing on Manila Bay clean-up project
ANGELES CITY, Pampanga, Aug.1 (PIA) -- The Department of Interior and Local Government (DILG) in Central Luzon has held an orientation-briefing on the Manila Bay Clean Up, Rehabilitation and Preservation Project and Environmental Compliance Audit (ECA).
DILG said the highlight of the event, which was attended by the 33 village chiefs of Angeles City, was the introduction of the Environmental Management Audit that will serve as a tool in assessing the compliance of the cities or municipalities down to the barangay level in environmental laws, specifically Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.
The parameters of the said audit focuses on five Key Legal Provisions (KLPs) that include segregation at source, no segregation or no collection rule, functional Material Recovery Facility, disposal facilities and no littering rule or other related ordinances.
The ECA will also serve as an instrument in filling the gaps of the local government units (LGUs) in complying with the basic environmental laws and the need for action to sustain compliance.
ECA process is done in five steps which include scheduling a focused group discussion, orienting or updating local government officials on ECA, filling-out of the ECA forms, conducting ocular and pictorial on site and furnishing the local chief executive of the ECA results and probable next steps.
The DILG has directed all barangay captains of Angeles City to submit their respective action plan and a list of proposed activities to promote and improve their current environmental situation.
Six out of 33 barangays in this city have already been visited to validate the accuracy of the information provided in the data capture form. These barangays are Balibago, Lourdes Northwest, Pulung Cacutud, Sto Rosario, Claro M. Recto and Agapito Del Rosario.
DILG Central Luzon said that DILG Angeles City Office Head Myrvi A. Fabia will cover the validation of the remaining barangays. (WLB/JGB-PIA3/DILG3)
