From her early days as Program Coordinator at St. Paul University Philippines to becoming a Professor VI at Cagayan State University, her journey has been one of hard work, commitment to education, and an unwavering desire to shape the future of countless students in the Philippines.
Febe’s journey in education began in 1989 as the Program Coordinator for the Psychology Department at St. Paul University Philippines. Her passion for guiding students and developing academic programs quickly propelled her into leadership roles. From 2002 to 2004, she served as the Vice President for Academics at the Lyceum of Aparri, and in 2004, she returned to Cagayan State University as the Director of Guidance Services.
Her remarkable academic and administrative journey culminated in 2022 when she was promoted to Professor II, and later, to Professor VI—marking her as one of CSU’s most accomplished and respected educators. Her academic credentials further solidify her standing as a leader in her field, holding multiple master’s degrees in Education, Psychology, and Guidance and Counseling, in addition to a Doctorate in Educational Management.
Febe’s dedication to education is also reflected in her extensive research work, which has garnered national and international recognition. Her published studies, featured in prestigious databases such as Scopus and Web of Science, focus on issues crucial to the development of Filipino students in the K to 12 education system.
Some of her significant research includes studies on the academic preparedness of senior high school graduates, the influence of personality traits on college readiness, and the role of grit in achieving college success. Her research on the experiences of marginalized groups, including Indigenous Peoples and Persons with Disabilities, highlights her deep commitment to inclusivity and equal access to quality education for all.
Notable among her works is the Design and Validation of the College Readiness Test (CRT) for Filipino K to 12 graduates, which has influenced educational practices and policies—ensuring that Filipino students are better prepared for the challenges of higher education.
In addition to her research, Professor Paat is dedicated to improving the quality of education at the community level through her ongoing extension projects. Her project, Smoothing the Transition of K to 12 Learners for College Readiness and Success, focuses on helping students transition smoothly from high school to college, addressing the challenges students face as they move into higher education.
Another initiative she leads is Empowering Teacher Researchers and Instructional Materials Developers for Quality Teaching and Learning, which seeks to improve the teaching and learning experience by supporting educators in developing their research skills and instructional materials.

She has delivered lectures on a wide range of topics, including mental health, stress management, gender and development, and online learning. She has volunteered with organizations such as the Department of Education (DepEd), the Department of Social Welfare and Development (DSWD), and the Girl Scouts of the Philippines (GSP).
Her leadership in the GSP Cagayan Council, where she served as president for the triennium 2021–2024, has contributed to the empowerment of young girls and the development of future leaders. Her work as a volunteer during the COVID-19 pandemic further exemplified her commitment to the well-being of her community.
Febe’s dedication to education and service has earned her numerous accolades. In 2023, she was awarded the Search for Innovative Lasameño Award by the LGU Lasam, Cagayan, recognizing her contributions to local development. She also received recognition as an Outstanding COVID-19 Volunteer by the National Economic and Development Authority in 2020 for her efforts during the pandemic.
