QUEZON CITY, (PIA) — National Advisory Council (NAC) Chairperson and Education Secretary Sonny Angara signed the Implementing Rules and Regulations (IRR) of Republic Act No. 11913, also known as the “National Youth Day Act.”
This legislation aims to recognize the vital contributions of youth in nation-building and to facilitate their meaningful participation in society.
The IRR outlines the guidelines for celebrating National Youth Day on August 12 every year. It details activities and programs designed to empower and engage young people. Key terms are defined, responsibilities of government agencies are established, and resources for implementing the law are allocated.
The NAC’s third meeting on October 4 was the first in-person gathering since the pandemic. It included newly appointed officials of the Commission and representatives from various government agencies, highlighting the collaborative approach to youth development.
Key agencies in attendance included the Department of Labor and Employment (DOLE), Department of Agriculture (DA), Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD), Department of Foreign Affairs (DFA), Department of the Interior and Local Government (DILG), National Economic and Development Authority (NEDA), Philippine Sports Commission (PSC), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED).
“This successful conduct of the NAC meeting served as a platform for us to align our efforts and ensure that the needs and aspirations of the Filipino youth are addressed effectively,” said NYC Chairperson Joseph Francisco Ortega, underscoring the importance of collaboration among stakeholders through dialogues and meetings like the NAC gathering.
The meeting was also attended by NYC Commissioners-at-Large, including ASec. Karl Josef Legazpi and ASec. Michelle Mae Gonzales, as well as various local representatives, highlighting the inclusive approach of the NAC in addressing youth issues.
The signing of the IRR is a pivotal step toward fostering a supportive environment for the youth, ensuring they have a voice and a role in shaping the future of the nation. (JMP/PIA-NCR)
