ARTA kicks off 2024 with RCS 2.0 rollout, aiming for greater efficiency

QUEZON CITY — The Anti-Red Tape Authority (ARTA), through its Compliance Monitoring and Evaluation Office (CMEO), successfully launched the implementation of the Report Card Survey (RCS) 2.0 for 2024 on 13 August 2024, at the Novotel Hotel in Quezon City.

The RCS 2.0 is a holistic tool that will measure the quality of public service delivery by government agencies in compliance with Republic Act 11032, also known as the Ease of Doing Business (EODB) Law. Through the RCS 2.0, feedbacks of the transacting public will be gathered and translated into actionable insights, with the end in view of continuous improvement of the public service across the country.

In November 2023, ARTA initiated the first phase of RCS 2.0, expanding its coverage to include 300 national government agencies (NGAs), 200 local government units (LGUs), 150 government-owned and controlled corporations (GOCCs), 135 state universities and colleges (SUCs), 50 water districts, and 25 government hospitals—totaling 860 government offices nationwide, with 526 in Luzon, 150 in Visayas, and 184 in Mindanao.

CMEO Director Grace L. Fernandez provided an overview of the second phase of implementation, which is scheduled to run from August to December 2024. The survey, conducted by a third-party provider, is expected to cover 904 government offices composed of 350 NGAs, 149 GOCCs, 200 LGUs, 130 SUCs, 25 government hospitals, and 50 water districts.

Partner agencies, including the Civil Service Commission (CSC), Department of Information and Communications Technology (DICT), and Philippine Statistics Authority (PSA), expressed their support for the initiative.

Assistant Commissioner for Legal Affairs Atty. Ariel G. Ronquillo of the CSC remarked, “This undertaking not only sets the stage for future success but also reaffirms the government’s commitment to creating a meaningful impact.”

Director for Legal Service Atty. Eliezer O. Ambatali of the PSA highlighted the importance of ARTA’s guidance in improving efficiency, stating, “With ARTA’s guidance, we can see that efficiency in agency services is within reach. The established rules on ease of doing business are instrumental in ensuring that public services are delivered in the most responsive way possible.”

Ms. Rene Jane Rosendo-Buena, OIC Project Manager of the Government Digital Transformation Bureau at DICT, emphasized the significance of the RCS 2.0 2024 Implementation Kick-Off in enhancing citizen satisfaction. She encouraged everyone to participate in the survey, saying, “This is a crucial opportunity to improve government services and to encourage everyone to share their honest opinions.”

In his keynote address, Secretary Ernesto V. Perez underscored the importance of participation in the survey, stating, “As we embark on the implementation of the Report Card Survey 2.0, your participation will be invaluable in analyzing feedback and driving improvements. Together, we can create a government that truly serves the Filipino people—a government that is responsive, transparent, and accountable.”

Secretary Perez also announced that the results of the 2023 RCS 2.0 Implementation are already being finalized and are expected to be released by the last week of September.

During the event, ARTA conducted a ceremonial handover of survey instruments and documents to its third-party provider, RLR Research and Analysis Inc, who will conduct the onsite survey activities to the covered agencies.

In line with the vision of “Bagong Pilipinas,” ARTA, together with its partner agencies, envisions a future where the public receives efficient and hassle-free services from all government agencies.
