DUMAGUETE CITY, Negros Oriental (PIA) — The Department of the Interior and Local Government (DILG) here and the Provincial Councilors League (PCL) are set to hold provincial assessments for municipal and city councils of the local government units (LGUs) that have demonstrated good practices in local legislation.

In an orientation meeting with the Provincial Assessment Committee (PAC), DILG provincial director Farah Gentuya urged LGUs to participate in the assessment to be recognized for their exemplary and innovative legislation practices.

This 2025 Local Legislative Awards (LLA) aims to recognize the exemplary performance of Sangguniang Panlungsod and Bayan for legislating measures that help build local administration and development from July 2022 to Dec. 31, 2024.

“Under DILG Memorandum Circular No. 2023-092, this is to recognize the councils’ contribution in making sound and effective policies that ultimately contribute to the attainment of desirable socio-economic and environmental effect,” said Gentuya.

The councils will be assessed under the following criteria: responsiveness of the legislative agenda, 25 percent; availability of legislative documents, 15 percent; effectiveness and efficiency of performance of the Sanggunian, 50 percent; legislative citations and awards, 6 percent; and capacity development of legislators and staff, 4 percent.

The PCL has allocated P2 million for the cash prizes and trophies for this year’s winners.

“We hope and encourage Sanggunian Panglungsod and Bayan in 25 LGUs in the province to participate in the 2025 LLA to compete also in the regional level,” added Gentuya.

With the LLA, the DILG reaffirms its commitment to fostering a culture of legislative excellence-celebrating local governments that go above and beyond to improve the lives of their constituents through responsive and forward-thinking policies.

The submission of entries or legislative documents to DILG for the assessment is set on or before March 15, 2025.

The assessment is composed of table evaluation of entry documents and onsite appraisal. (JCT/PIA7 Negros Oriental)
