Baguio City Jail equips inmates with livelihood skills

BAGUIO CITY (PIA) – The Baguio City Jail continues to equip persons deprived of liberty (PDLs) with skills they can use for livelihood opportunities when they are reintegrated into the community.

In celebration of National Women’s Month, the Bureau of Jail Management and Penology (BJMP)-Baguio City Jail held a skills training session on beauty care and personal hygiene for female PDLs on March 5, 2025.

Acting Jail Warden Senior Insp. Joan Bacayan said the initiative aims to equip female PDLs with essential self-care knowledge while also providing them with potential livelihood skills.

“Our main goal is for them to gain knowledge regarding beauty care so they can use it in their livelihood activities. While they are here (at the BJMP Female Dormitory), they can learn, and when they are given the opportunity to leave, they can use it to start a business,” Bacayan said.

The Baguio City Jail collaborated with the Alliance of Legal Wives of PNP Helping in Action (ALPHA)-CAR, which facilitated training sessions on skincare, makeup application and personal hygiene.

ALPHA-CAR Adviser Maricar Docyogen highlighted the importance of self-confidence and body awareness, underscoring how these aspects contribute to personal well-being.

“The important thing here is to have awareness … knowledge of things about our bodies and our persona,” she said.

The session began with Avon Sales Representative Imelda Panganiban sharing the step-by-step process on how to apply skincare and makeup products. Avail Gold Manager Myra Khayad then introduced FC Bio sanitary pads for personal hygiene.

The skills training on beauty care and grooming helped the PDLs feel more confident and knowledgeable. They said the initiative provided an opportunity to learn more about new livelihood businesses they can practice after their stay at the penal dormitory.

“Of course, with knowledge about makeup, when you’re outside, you can teach friends or children or start a business. Thank you very much to them because this helps us women, especially while we are here (at the BJMP Female Dormitory),” a PDL said.

The PDLs also expressed their gratitude to BJMP Baguio City Jail Female Dormitory officials for conducting the skills training on beauty care and personal hygiene.

“As always, we thank all our personnel here, especially our warden, who is very open to all activities. Makeup was not necessarily included, but they still gave us the opportunity to learn these things,” another PDL said.

The skills training on beauty care and grooming is part of Baguio City’s celebration of the 2025 Kababaihan Festival during National Women’s Month, with the theme, “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas.” (JDP/DEG/Arnmari Dela Cruz & Klaud Kaniteng-PIA-SLU Interns)
