Baguio City Jail Female Dorm shares efficient case management practices

BAGUIO CITY (PIA) – The Bureau of Jail Management and Penology – Baguio City Jail Female Dormitory emphasized its commitment to the effective and efficient management of cases of Persons Deprived of Liberty (PDLs).

Amidst the  challenge of congestion rate of the facility are the successful implementation of paralegal services, drug treatment and rehabilitation measures, and education and skills development programs through partnerships with different regional line agencies and other organizations.

“We continue to uphold our commitment to efficient case management, proudly maintaining zero overstaying PDL. A total of 15 releases have been facilitated through paralegal services,” Acting Jail Warden Jail Senior Inspector Joan Bacayan  shared  during the April 21, 2025 flag raising ceremony at the Baguio City Hall grounds.

She acknowledged the continuous support of the Public Attorney’s Office through weekly consultations and the implementation of the Good Conduct Time Allowance program or the deduction of the sentence of a qualified prisoner for good conduct.

The facility is currently catering to 59 PDLs, with 28 involved in drug-related cases and 31 facing non-drug related charges.

Bacayan also highlighted that the dormitory is conducting a Therapeutic Community Modality Program for drug treatment and rehabilitation in partnership with the Baguio General Hospital and Medical Center.

The Tuberculosis (TB) Caravan of the Department of Health-Cordillera and mental health wellness activities also contributed to zero TB cases and mental health-related incidents at the facility, Bacayan added.

Through the “Tagapangalaga Ko, Guro Ko” program, PDLs  are  allowed to  enroll in high school and college while being in the facility.

All the PDLs have  also benefited from the skills development activities of the “Skill mo, Share mo” program of the Technical Education and Skills Development Authority- CAR. Six PDLs and two personnel successfully passed their NCII assessment for Bread and Pastry Production.
