Baguio City recognizes outstanding women leaders

BAGUIO CITY (PIA) – The Baguio City government recognized four women as the 2025 Outstanding Women Leaders (OWLs).

The recognition took place during the International Women’s Day and National Women’s Month program at the Baguio Convention and Cultural Center on March 8. The honorees are Milagros Aro-Rimando for civic and public service; Jingle Melanie Ku-Marquez for health and wellness; Vicky Macay for indigenous people; and Easter Wahayna-Pablo for literacy.

Rimando was recognized for her leadership as the former regional director of the National Economic and Development Authority. Throughout her career, she promoted greater participation from marginalized communities and advocated for gender equality. Her influence on policy development and leadership have cemented her legacy.

Marquez, a health and wellness advocate, promotes health, wellness and personal growth in diverse communities. She organizes events that encourage physical activity and support causes. Her advocacy for mental health and support for local artists and athletes were also noted.

Macay, an Ibaloy, was recognized for educating her community and the public about indigenous heritage. Her efforts in preserving and promoting Ibaloy culture, language and traditions help safeguard indigenous knowledge.

Pablo was recognized for her work in library services and literacy promotion in Baguio City. She is committed to making educational resources accessible. Through her approach to community development, she has fostered inclusivity and mentored leaders.

Guest speaker Dr. Moeko Saito-Jensen, United Nations Development Program project manager, assisted by city officials including Mayor Benjamin Magalong and Rep. Mark Go, presented the awards.

Saito-Jensen said the recognition shows women are defined by their leadership and achievements, not their gender. She encouraged the women to support her advocacy for a circular economy.

“Re-appreciate the nature-human connection and re-embrace a circular economy. Create an inclusive society where everyone’s life and aspiration, regardless of gender, is celebrated,” Saito-Jensen said.

Now in its 19th year, the annual Search for Outstanding Women Leaders is in partnership with Outstanding Women Leaders Inc., an organization of past OWLs winners. (JDP/CCD-PIA CAR)
