MARAWI CITY (PIA) — A newly filed bill in the Bangsamoro Parliament seeks to modernize the region’s infrastructure and improve connectivity in the Bangsamoro Autonomous Region.
Parliament Bill No. 343, authored by Member of the Parliament Baintan Ampatuan, aims to address the region’s concerns about inadequate infrastructure, limited connectivity, and underdeveloped transportation networks.
According to Ampatuan, modernizing transportation, energy, and digital networks will position BARMM as a more attractive destination for investments, create jobs, and enhance the quality of life for its residents.
The proposed Bangsamoro Infrastructure and Connectivity Development Act of 2024 seeks to establish a legal framework that will systematize infrastructure planning, investment, and implementation across the region.
The measure outlines plans to upgrade and expand transportation infrastructure, including roads, bridges, ports, and airports, to facilitate the efficient movement of goods, services, and people within the region and neighboring areas.
It will also prioritize the development of digital infrastructure to improve internet connectivity and e-government services, which are critical for business operations, education, and public service delivery.
The bill proposes the creation of the Bangsamoro Infrastructure and Connectivity Development Authority (BICDA), an independent body responsible for planning, coordinating, and monitoring infrastructure projects in the region.
To oversee the implementation of these projects, the bill calls for the establishment of the Bangsamoro Infrastructure and Connectivity Development Authority (BICDA). The agency will ensure that projects align with the Bangsamoro Development Plan (BDP) and are carried out effectively and transparently.
The Bangsamoro Infrastructure Fund (BIF) will be established to finance these projects, ensuring a steady funding source. The BIF will be sourced from BARMM’s annual budget, grants from development partners, and private sector investments.
The bill also seeks to promote public-private partnerships (PPPs) to accelerate project implementation, leveraging both government and private sector resources for large-scale infrastructure development.
