BARMM officials ready procurement shift under new national law

MARAWI CITY (PIA) — Officials and procurement personnel in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are preparing to implement Republic Act No. 12009, the New Government Procurement Act.

The Ministry of Finance, and Budget, and Management (MFBM), the Department of Budget and Management (DBM), and the Philippine Institute of Certified Public Accountants (PICPA) – Cotabato Chapter convened in a Bangsamoro Procurement Summit to align BARMM’s procurement systems with the new law and national policies.

MFBM Minister and PICPA Cotabato Chapter President Ubaida Pacasem emphasized the importance of ethical procurement in public service.

“As stewards of public funds, our duty goes beyond mere compliance—we must procure and serve with fairness, integrity, and transparency, guided by the principles of Amanah (trustworthiness) and Moral Governance,” he said.

He added that the summit was not just a learning opportunity, but a platform to lay the foundation for a more efficient, accountable, and responsive procurement system—one that empowers ministries, local government units (LGUs), and institutions to better serve their communities.

The summit featured sessions on the key provisions of RA 12009 and its impact on BARMM agencies, procurement practices aimed at reducing inefficiencies and preventing corruption, coordination between national and regional agencies, and the use of digital tools to support procurement processes.

Participants expressed optimism in applying their insights to improve procurement systems, ensuring that public resources are managed ethically. (BIO/PIA-10/Lanao del Sur)
