BARMM to enhance service delivery in 2025

MARAWI CITY (PIA) — The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Government is set to scale up its service delivery for constituents in 2025, as emphasized by Engr. Windel Diangcalan, Director of the Office of the Chief Minister (OCM) Technical Management Service.

During a five-day workshop held from January 13 to 16, 2025, in partnership with the Japan International Cooperation Agency (JICA), Diangcalan highlighted the OCM’s focus on capacity-building initiatives to improve service delivery across the region.

The workshop centered on the assessment, policy review, and adjustment of plans for the OCM’s six flagship programs and other related offices. 

“When offices are fully equipped, service delivery improves, ensuring faster assistance for beneficiaries and eliminating potential delays. This also helps identify bottlenecks, enabling us to implement effective solutions and corrective measures,” said Diangcalan.

The director emphasized that aligning systems and policies relies on collaboration across offices.

“The ongoing support strengthens convergence, ensuring services are not duplicated,” he explained. 

He added that non-duplication of initiatives leads to better resource utilization and improved outcomes.

Diangcalan also outlined the reinforcement of monitoring mechanisms for OCM flagship programs. This follows OCM Memorandum No. 345, s. 2024, issued on October 7, directing enhanced implementation and management of special programs. The memorandum aims to guide the Technical Management Service in conducting participatory monitoring and evaluation, promoting transparency, accountability, and good governance.

The special programs under focus include Strengthening Access to Living Assistance to Marginalized (Project SALAM), Tulong Alay sa Bangsamorong Nangangailangan (Project TABANG), Support to Local Moral Governance (SLMG), Marawi Rehabilitation Program (MRP), Ayudang Medikal mula sa Bangsamoro Government (AMBaG), and Kapayaan sa Pamayanan (KAPYANAN).
