QUEZON CITY, (PIA) – Quezon City Mayor Joy Belmonte strongly demanded accountability from the law enforcement body regarding the former policeman who drew a handgun on a cyclist in a road rage incident that occurred within the city last August 8, 2023.
The local chief executive also directed the People’s Law Enforcement Board (PLEB) to conduct an investigation as to how the Quezon City Police District (QCPD) has initially handled the case following the cyclist’s decision not to move forward with the complaint after allegedly facing coercion.
“We are appealing to the complainant to come forward so that Willie Gonzales, whom I consider a menace to society, is held accountable. We want to assure the cyclist that we will extend legal assistance, as well as put him and his family in our protection, so that justice is served. I will not allow this case to be whitewashed,” said Mayor Joy.
“Maaaring natatakot ang biktima na humarap dahil ang nakatapat niya ay taga-gobyerno. Nais nating bigyang-diin na walang puwang ang karahasan sa ating lungsod (The victim may be afraid to come forward because he is facing someone from the government. We want to emphasize that harassment has no place in our city),” she added.
Should the biker choose to coordinate with the city government, the possible complaints that can be filed against Gonzales include Grave Threat, Slander by Deed, Reckless Imprudence, Physical Injuries, and Violation of Republic Act 10591 due to absence of a License to Own and Possess a Firearm (LTOPF) as well as Permit to Carry.
Last Sunday, August 27, it can be recalled that the QCPD held a press conference together with the identified assailant after the witnesses of the incident took to social media to share the actual scenario during the said road altercation through a video post.
“This culture of impunity is not acceptable in QC and I have a duty and responsibility to maintain peace and order in our city and to send a strong message that acts such as those committed shall not be tolerated and that he must be held accountable,” Belmonte stressed.
Accordingly, the local government reminded the in-city road users about the existing ordinances on safe cycling and active transport that penalize motorists who will obstruct the access of people using the dedicated bicycle lanes or walking paths.
“We would like to reassure the cycling community and all our citizens for that matter that the city is willing to exhaust all means to demonstrate to them that we will act in their interest and in the pursuit of justice,” the Mayor stated, highlighting the local government’s initiative to deploy more bike patrols to ensure the safety of the cyclists.
The Philippine National Police (PNP) meanwhile revoked the LTOPF, Firearm Registration (FR), and Permit To Carry Firearms Outside Residence (PTCFOR) of Gonzales through the Firearms and Explosives Office following the directive of PNP Chief Benjamin Acorda Jr.
In a statement on Monday, August 28, Acorda underscored the importance of responsible gun ownership to safeguard the welfare of the public.
“We extend our commitment to upholding the wellbeing of our communities and maintaining the highest standards of firearm ownership. Let this incident serve as a clear reminder that owning a firearm is a privilege that demands adherence to the law and the highest ethical standards.
