Beyond the call of duty: CSC looking for everyday heroes in government

QUEZON CITY, (PIA) – The Civil Service Commission (CSC) is calling on the public to nominate exemplary government workers for the 2025 Search for Outstanding Government Workers. 

Nominations are open until March 31, 2025.

This annual search, conducted under the Honor Awards Program (HAP), recognizes civil servants who have significantly impacted their communities and contributed to national development. The CSC aims to inspire excellence, integrity, and dedication in government service by honoring these individuals.

All career and non-career government employees, including elected barangay officials, are eligible for nomination. However, individuals hired under job orders or contracts of service are not.

Nominations can be submitted under three national awards:

The Presidential Lingkod Bayan Award recognizes civil servants whose exceptional achievements have made a national impact, in accordance with Executive Order No. 508, series 1992.

The CSC Pagasa Award honors those whose contributions have led to innovations, digital transformation, or significant improvements within their agency, department, or region.

The Outstanding Public Officials and Employees (Dangal ng Bayan) Award recognizes public servants who have consistently demonstrated exemplary ethical behavior under Republic Act No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees. Posthumous nominations are also accepted for government workers who died in the line of duty, provided the nomination is made within 12 months of their death.

During a March 6 media briefing at the CSC Central Office, CSC Public Assistance and Information Office Director Fiaberna Salumbides clarified that the selection committee does not interview nominees.

“There are no interviews with the committee members, as their identities are not disclosed. Instead, nominees answer a standard question in a recorded video, which is facilitated by our validators,” she said. “This video is then reviewed by the committee members, allowing them to assess the nominees.”

Director Leo Jamorin, also from the CSC Public Assistance and Information Office, emphasized that the search is not limited to high-ranking officials or large-scale projects.

“Impact is key,” Jamorin said. “It doesn’t have to be a grand project. Even a simple initiative can make a significant difference. If it affects the organization or inspires others, the employee deserves nomination.”

He addressed concerns about the national recognition being intimidating, stating that the impact of one’s contributions matters most.

“Our videos showcase diverse individuals, including teachers and street sweepers,” he said. “Regardless of your position, making a difference is what counts.”

Salumbides clarified that past winners cannot be nominated again immediately.

“There’s a five-year waiting period. And if they rejoin, it must be for a different accomplishment,” she said. “This ensures fairness and gives others a chance.”

Awardees of the 2025 Search for Outstanding Government Workers will receive cash prizes, automatic promotion or salary increase, a one-time executive check-up, and scholarship opportunities with CSC partner educational institutions. Nomination guidelines and forms are available on the CSC website.
