Borongan City promotes transparency, accountability in local governance

Borongan City once again made its mark not only as the surfing capital of Region VIII or for having a model modular-style airport but also as an overall top performer among the 149 component cities in the country.

In recognition of its exemplary performance in promoting transparency and accountability in the implementation of local projects and exemplifying best monitoring and evaluation practices, Borongan City was hailed as the Top Overall Performer nationwide in the 2023 SubayBAYANI Ceremony held at Sequoia Hotel Manila Bay, Parañaque City, on November 16, 2023.

Similarly, the DILG Borongan City Local Government Operations Office has been conferred as Top Overall Performer in recognition of its unwavering commitment and consistently demonstrating its dedication to delivering a “Matino, Mahusay at Maasahang Serbisyo.”

In an interview, City Mayor Jose Ivan Dayan Agda excitedly shared that he was surprised to receive the award handed over to him by DILG Undersecretary Marlo L. Iringan.

“Waray advance information han magigin outcome. Ha 111 component cities han nasud, tulo la kita an natagan hin sugad nga award, ‘over-all top performer’ ngan nag-uusa-an nga LGU ha rehiyon otso,” Mayor Agda added. (There is no advance information as to what the outcome will be. Out of 111 component cities, only three received this award as overall top performer and Borongan City is the only city in Region 8 that received the award.)

The mayor considered the awards as the city’s milestone and motivation for the LGU family to continue providing quality services to its constituents.

“Nakaka-boost ini hit morale hit LGU family, labi na hit mga empleyado nga nagtratrabaho para maihatag it tinuod nga good governance ha syudad hit Borongan,” Agda said. (These awards boost the morale of the LGU family, especially those who tirelessly work in the spirit of true good governance for the city of Borongan.)

Mayor Agda further shared that the city government had undergone a rigorous process of on-site validation and documentary review on their locally funded infrastructure projects. The validation, according to Agda, was based on the city’s performance under three key metrics: timeliness, completeness, and accuracy in reporting project accomplishments through the SubayBAYAN Portal, the official reporting platform of DILG, which gives information on the physical and financial accomplishments of projects implemented by LGUs.

(The evaluators noted that the projects have a huge impact on the constituents. They also saw that the city government showed transparency and accountability on the projects that we implemented.)

The mayor highlighted that the awards were a result of teamwork of the LGU family and the DILG.

In her Facebook post, Maria Florlita B. Mocorro, Borongan City Local Government Operation Officer, congratulated Mayor Agda “for leading his flock to the path of good governance,” and the City Engineering Office head, Engr. Lucito Afable, “for delivering an exemplary service.”

The SubayBayani Awards is an annual event spearheaded by the DILG that gives recognition to top-performing LGUs in terms of their implementation and management of locally-funded projects (LFPs). The awardees are determined through the SubayBayan online system, which provides real-time information on the status of LFPs, along with an on-site validation conducted by DILG officials.
