As a Professional Electronics and Communications Engineer (PECE), Pinky has earned a solid reputation in her field. Her technical acumen spans a wide array of areas—ranging from the design and analysis of communication systems to structured cabling, access control systems, network management, fire detection and alarm systems (FDAS), CCTV, PABX, and paging systems. Her hands-on experience and deep technical knowledge have made her one of the most respected engineers in the region.
But Pinky is not only a master of wires and circuits—she is a leader who builds people, systems, and institutions. Her professional journey includes remarkable stints in the academe where she served as an Engineering Instructor, Assistant Professor, Associate Professor, Dean, Program Head, and Officer-in-Charge. These roles reflect her ability to both teach and lead, a dual strength that has become the foundation of her impactful work in public service.
Under her stewardship, DICT Region 2 has witnessed historic milestones. Pinky led the region to achieve its first recognition for attaining the Second-Highest Budget Utilization Rate, a feat that highlights her capability to efficiently manage resources and deliver meaningful results.
Her vision also brought forth the launch of a new DICT Regional Office at the Regional Government Center, a move that significantly expanded the agency’s reach and operational capacity.
Beyond the walls of the office, Pinky is known for leading initiatives that foster community engagement and uplift spirits. One such initiative is the Tower Lighting Ceremony during the Christmas season, a celebration that not only brightened the skyline but also lit up hearts—bringing joy and unity across the region.
Perhaps one of her most laudable achievements is her pioneering work in Batanes, where she championed the installation of the Free Wi-Fi for All Project. Despite daunting challenges, ranging from rugged terrains and harsh weather to limited infrastructure, Pinky led a strategic implementation that brought high-speed internet to some of the most remote public spaces in the archipelago.
Through her leadership, schools, hospitals, government offices, and town plazas in Batanes are now digitally connected, enabling better access to education, healthcare, and essential government services.

She is a long-time active member of the Institute of Electronics Engineers of the Philippines, Inc. (IECEP), where she served in several key leadership roles—Governor, National Board Director, Assistant Secretary, and most notably, National Treasurer.
As National Treasurer, she played a crucial role in managing the Institute’s financial affairs—ensuring prompt collection of dues, overseeing disbursements, keeping accurate financial records, and maintaining transparency in all fiscal matters. Her integrity and meticulous attention to detail set the gold standard for accountability within the organization.
Behind her many titles and accolades is a woman deeply anchored in family. Engr. Jimenez finds strength and joy in the loving support of her husband, Dr. Emilson U. Jimenez, and their children, Mercy Immanuel and Freedom Pastor. Despite the weight of her professional responsibilities, she remains a devoted wife and mother, exemplifying the grace and strength of a modern Filipina.
