Cacdac thanks PBBM for strong backing of seafarers

QUEZON CITY, (PIA) — Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac expressed gratitude to President Ferdinand R. Marcos Jr. for his strong backing of Filipino seafarers and his administration bolstering their rights and welfare, calling them “symbols of resilience and hope.”

This after Marcos witnessed the signing of the Implementing Rules and Regulations (IRR) of Republic Act No. 12021, also known as the Magna Carta of Filipino Seafarers, during a ceremony at Malacañan Palace on Monday. The ceremony was attended by key government officials, including Maritime Industry Authority (MARINA) Administrator Sonia B. Malaluan, other maritime leaders, and representatives from seafarer organizations, marking a pivotal moment in the Philippines’ commitment to upholding the rights of its seafarers and recognizing their vital contributions on the global stage.

Cacdac recognized the collaborative efforts of various government leaders and maritime organizations in developing the IRR.

This reflects our collective vision for a maritime sector that is secure, protected, and ready to face the challenges of a dynamic global maritime industry,” he said.

The signing marks a significant step in the government’s commitment to enhancing the working conditions, benefits, and social protections for Filipino seafarers, who play a crucial role in both the global shipping industry and the Philippine economy.

The IRR codifies essential rights for seafarers, including:

  • Seafarers’ Rights: This includes the right to safe passage, protection against harassment and discrimination, fair medical assessments, and access to free legal representation.
  • Support for Women: The new regulations emphasize gender equality, requiring maritime companies to implement policies that promote women’s participation and protect them from gender-based discrimination.
  • Fair Employment Standards: Clear guidelines for working hours, rest periods, job descriptions, and compensation are established, with periodic reviews of contracts to ensure alignment with global standards.
  • Wages and Benefits: The Magna Carta guarantees fair wages, timely salary payments, sick leave, vacation leave, and the ability for seafarers to designate multiple beneficiaries for their allotments.
  • Social Protection: All Filipino seafarers will be entitled to membership in social protection programs, such as the Overseas Workers Welfare Administration (OWWA) and the Social Security System (SSS). (JCO/PIA-NCR)
