TUGUEGARAO CITY, Cagayan (PIA) – Cagayan has officially been declared “Insurgency-Free and in a State of Stable Security,” marking a historic milestone that ends over five decades of conflict and unrest in the province.
Governor Manuel Mamba announced the declaration during the 4th Quarter meeting of the Provincial Peace and Order Council (PPOC), signaling the start of a new chapter of peace, security, and development for the region.
Governor Mamba credited the achievement to the collaborative efforts of the Provincial Government, the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and various local government units.
“This accomplishment highlights the effectiveness of unified action in overcoming long-standing security challenges,” Governor Mamba said.
The Governor also acknowledged the struggles faced by barangay officials and police officers in insurgency-affected areas, where the persistent threat of attacks disrupted daily life and governance.
“The beginning of the end of insurgency has always been a long-cherished dream for the people of Cagayan, and it is now steadily becoming a reality,” he added.
BGen. Eugene Mata of the Philippine Army’s 5th Infantry Division – 502nd Infantry Brigade, lauded Governor Mamba for his steadfast support, which he described as crucial to the achievement.
With insurgency no longer a threat, the official said the provincial government will now focus on strengthening law enforcement operations, while the AFP will continue its standard military duties to maintain ongoing stability and security.
The declaration, he added, not only restores peace but also opens the door for socio-economic growth in Cagayan. Freed from the insurgency threat, the province is now in a stronger position to attract more investments, improve public services, and enhance the overall quality of life for its residents.
