Camiguin advances digital transformation with eGov PH, eLGU launch

CAMIGUIN (PIA) — Highlighting the significance of digital transformation in improving public service delivery and governance, the Department of Information and Communications Technology (DICT) and provincial government of Camiguin launched the eGov PH app and the eLocal Government Unit (eLGU) system, February 26.

“By integrating digital platforms into government processes, we empower our people, streamline transactions, and eliminate bureaucratic inefficiencies that hinder progress. Here in Camiguin, we have long embraced the power of digital transformation,” Gov. Xavier Jesus Romualdo said.

He also added that the five municipalities of the province have implemented the electronic business one-stop shop (eBOSS), streamlining business registration by making it faster, more transparent, and accessible online. Last year, the provincial government launched a digital document and record management system, allowing the local chief executive to sign memoranda and required actions remotely.

The provincial government also aims to digitalize financial and disbursement documents by registering digital signatures with the DICT, as required by the Commission on Audit (COA). “Pretty soon, we will be able to digitalize many of our processes in the province to make our transactions faster,” the governor said.

Underscoring the importance of sustained government efforts in digitalization, Rep. Jurdin Jesus Romualdo pledged his full support to DICT Sec. Ivan John Uy for necessary funding in the next Congress, saying, “First things first: in the next Congress, rest assured we’ll support whatever you need for the budget.”

He also stressed the need for long-term policies to sustain digital initiatives, citing that three or six years is not enough for all the programs. Thus, there is a need for continuity to ensure that digital transformation becomes a lasting legacy for the country.

Further emphasizing the need to implement the eLGU system, DICT Sec. Ivan John Uy, said, “With the e-LGU, all our LGUs are no longer constrained by outdated systems and processes. They now have the tools to manage resources efficiently, streamline transactions, and engage citizens in real time. Camiguin has embraced this vision fully.”

He also commended the province as all of its LGUs are now using the e-LGU system and for being the first province in the Philippines where all LGUs have fully implemented the electronic Business One-Stop Shop (eBOSS) system.

In ensuring the sustainability of the local government’s efforts, DICT-10 Regional Director Alawi said they will work tirelessly to integrate digital governance into daily operations, ensuring real and tangible benefits for the communities. She also highlighted the DICT’s ongoing efforts to strengthen technical support and capacity-building programs for LGUs to sustain digital initiatives.

“Your DICT, your Department of ICT, will continue to innovate, will continue to empower, will continue to improve, and ensure a digital government that truly serves the needs of all Filipinos,” she said.

To help DICT in realizing a complete digital transformation in the country, Philippine Statistics Authority-10 Regional Director Janith Aves reaffirmed the PSA’s commitment to digital transformation, saying, “The E-Gov app and eLGU initiatives perfectly align with our commitment to enhancing statistical systems, improving data accessibility, and enabling informed decision-making at all levels of government,” she said.

As an initial step, Aves mentioned the launch of the digital version of the national ID, describing it as “a game-changer” that will strengthen government service delivery and financial inclusion.

Other national line agencies and local government units also shared their support for the DICT initiatives by signing a declaration of commitment expressing their unwavering dedication to enhancing governance through the effective utilization of technology. (RTP/PIA-10/Camiguin)
