CDA-9 vows to address mismanagement allegations in cooperatives

PAGADIAN CITY, Zamboanga del Sur (PIA) – The Cooperative Development Authority (CDA)-9 will investigate allegations of mismanagement and corruption within cooperatives in the Zamboanga Peninsula. 

CDA-9 Regional Director Ruben L. Cunanan assured the public during his guest appearance in Kapihan sa Bagong Pilipinas, emphasizing the agency’s commitment to accountability and appropriate penalties for those found responsible.

“We, the Cooperative Development Authority (CDA), ensure that both parties—the complainant and the respondent—are given the opportunity to be heard as part of due process. During mediation and consultation, we encourage them to work toward an amicable settlement that addresses their concerns,” he said.

Senior Cooperative Development Specialist Ellen M. Ando discussed the procedures the CDA follows in handling cases of fund mismanagement such as adherence to the Omnibus Rules of Procedure that provides a structured framework for addressing cases, ensuring fairness and transparency in resolving disputes or issues within organizations.

The process includes conducting investigations, facilitating dialogues, and engaging in mediation and consultations to ensure that both the complainant and the respondent have the opportunity to be heard.

We encourage them to follow the proper procedures in pursuing their goals. In situations where we cannot acquire jurisdiction, we advise them to pursue the matter before their barangay or the court,” she said

CDA also encouraged parties to explore amicable settlements during mediation. 

If an agreement is reached, CDA advises the implementation of settlement to ensure that both parties comply. 

In cases where dialogue does not resolve the issue, CDA recommends other alternative measures, such as adjudication or voluntary arbitration, following the correct legal procedures.
