President Ferdinand R. Marcos Jr. reiterates his support for digital transformation in the Philippines during his 2023 State of the Nation Address (SONA).
President Ferdiand R. Marcos Jr. has been the face for promoting the transformative power of digitalization in boosting further the country’s economy. In one of his official foreign engagements, the President highlighted that “digitization is a very important part of ease of doing business not just for investors, but for locals in their dealings with the government.”
He echoed the same advocacy in his State of the Nation Addresses. “Digitalization is the call of today, not the call of the future, but of the present. It is here. It is needed, and it is needed today. Government must fully embrace digitalization to provide better service to the people, through its vital frontline services and its back-end functions,” he said.
“Digitalization will support the government’s data-driven, science-based planning and decision-making. It is the greatest and most powerful tool, not just to improve ease of doing business, but also against many forms of graft and corruption,” he added.
Likewise in his other presidential engagements, President Marcos constantly reminded the government and urged the private sector to maximize the potential of the digital realm.

As businesses continue to expand in the Clark Freeport Zone, CDC’s technological advances open the way for a more efficient, sustainable, and business-friendly future.
The Clark Development Corporation (CDC) has taken a game-changing step to go digital on its relationship with locators in the Clark Freeport Zone with the implementation of its “homegrown” Revenue Share Monitoring System, transforming the way locators submit their sales reports to CDC.
According to CDC President and CEO Atty. Agnes Devanadera, the innovation is also CDC’s answer to calls of inventors to ease the processes of doing business in the Philippines. “This is a homegrown technology and I’m really proud of it. This may not be a perfect system yet but this is something that’s good enough to start with,” she said during the launch of the system in 2023.

The system was designed and developed by CDC’s Information Technology Department (ITD), led by Assistant Vice President Dionisio T. Dychioco, with software engineer Paul Dexter Bacani spearheading its creation. The tool allows submissions to be completed within minutes from any computer ultimately ditching the need for traditional paper-based submissions.
Within the system CDC employees are able to build a seamless relationship with locators, with regular updates not just revenue reports but also deadlines of submissions and remittances and violations that locators may have.
This means lesser operational expenses for locators since they no longer have to leave their offices to submit important documents to CDC. This also allows both the CDC and locators to resolve discrepancies in a timely manner if everything is automated.
The online platform eBar is an internal project developed by the IT department of the Clark Development Corporation.
The implementation of the monitoring system is just among the digitization efforts of CDC. Previously, the agency has also developed and implemented the use of the Electronic Business Account Registration or eBAR, a tool that allows businesses to submit their application of permit renewals online. Other automation of business processes in the Freeport are the eVISA, and RESIDE.
