CAGAYAN DE ORO CITY (PIA) — The Cagayan de Oro City Police Office (COCPO) ensures public safety for the month-long celebration of the city’s Higalaay Festival after meeting with the National Intelligence Coordinating Agency (NICA) and assessing that there is a slim chance for communist terrorist groups to invade the fiesta celebration.
“’Yung threat level natin is low, but yung alert level natin is 3, considering na Higalaay Festival is a month-long celebration. Kaya mababa man ‘yung threat pero pinaigting pa rin nating ang alert status natin for that purpose,” said COCPO Director PCol. Salvador Nomio Radam.
(Our threat level is low, but our alert level is 3, considering that the Higalaay Festival is a month-long celebration. So even though the threat is low, we have still intensified our alert status for that purpose.)
He also stated that they have received an increase in police personnel from nearby provincial offices.
Police Regional Office (PRO)-10 Regional Director PBGen Ricardo Layug, Jr. shared that their police office is working to ensure everyone can sleep soundly at night during the Kapihan sa Bagong Pilipinas on August 6.
“With the ongoing month-long celebration of the Higalaay Festival in Cagayan de Oro City, PRO-10 will augment personnel and resources to guarantee the safety of communities in all the activities,” he said.
The regional director also declared that the Diyandi Festival in Iligan City this September will receive the same support.

Other PNP efforts to ensure safety
The PRO-10 has been implementing various initiatives to reduce violent incidents in the country. Initiatives include simultaneous anti-crime and law enforcement operations (SACLEO) to address the problems of anti-illegal drugs, illegal gambling, and loose firearms.
The regional office is actively implementing the Serbisyo CARDO campaign to reduce crime incidents in the region. The acronym CARDO stands for Commitment to Excellence and Efficiency, Adherence to PNP Policies and Programs, Respect for Human Rights, Dedication to the Rule of Law, and Outstanding Collaboration and Partnership with the Community and Stakeholders.
Furthermore, Layug said they are pleased to announce that PRO’s recent efforts in the implementation of Oplan Balik Eskwela together with the Department of Education for the new school year have been highly effective, as there have been no reported incidents of crime or concerns regarding public safety.
“We will continue to ensure the safety and security of our learning institutions throughout the school year. Further, in underscoring our dedication to maintaining public order, PRO-10 continues its collaborative efforts with other government agencies,” Layug said. (IJBD/PIA-10)
