ZAMBOANGA CITY (PIA) — The Commission on Human Rights (CHR)-9 has launched an innovative online complaint portal called CHR MISMO (“Serbisyong Ora Mismo”) to safeguard the fundamental rights and welfare of children, especially in grassroots communities across Zamboanga Peninsula.

CHR-9 Information Officer Danniel Paculanang provided an overview of the CHR MISMO system, which stands for Management Information System Monitoring Outlet.
The online platform streamlines the process of filing complaints and legal assistance requests, making it more accessible and convenient for individuals, particularly those in geographically isolated and disadvantaged areas in Region 9.
The initiative underscores the Commission’s mandate to investigate human rights violations against marginalized and vulnerable sectors, including women and children. “The CHR prioritizes the protection of children’s rights and ensures these rights are fully implemented and not violated,” Paculanang emphasized.
Paculanang highlighted some of the most prevalent violations against children in the region, including sexual assault, statutory rape, acts of lasciviousness, and violations of anti-child marriage laws. These issues are particularly prevalent in remote areas of Region 9.
To address these concerns, CHR-9 actively conducts human rights education campaigns in municipalities across the region, aiming to empower women and children with knowledge about their rights.
The CHR MISMO portal offers several features to protect victims of abuse and ensure efficient case management:
- Digital Filing of Complaints: Victims can submit complaints and request legal assistance without physically visiting CHR offices.
- Data Privacy Protection: Personal information of complainants is safeguarded.
- Case Monitoring: Users can track the progress of their cases online, ensuring transparency and accountability.
Paculanang encouraged the public to stand up against human rights violations, stating, “If you don’t stand for your rights, no one else will,” he said.
The campaign against violence towards women and children is a collective responsibility, involving collaboration between government agencies and non-government organizations.
