NAGA CITY — City Mayor Nelson Legacion lauded the significant initiatives of the Naga City Council for the Welfare and Protection of Children (NCCWPC) during his State of the Children report held Saturday, Nov. 18 at the Regent Hotel, here, in line with the 2023 Children Month Celebration.
Legacion remarked that this accomplishment marked yet another milestone for the city government after it grabbed another accolade and was bestowed with the Seal of Child-Friendly Local Governance in recognition of its commendable practices.
The said award was conferred to the city after the 2022 Child-Friendly Local Governance Audit held last year.
“It was only last Tuesday this week, ng ipalabas ang resulta ng 2022 Child-Friendly Local Governance Audit, and once again, kasali po ang ating lungsod ng Naga sa mga gagawaran ng Seal of Child-Friendly Local Governance! Congratulations po sa ating lahat,” Legacion said in vernacular.

Along with the ‘State of the Children Report’ delivered by Naga City Mayor Nelson Legacion, the City, thru the Naga City Council for the Welfare and Protection of Children (NCCWPC) also awarded with Plaque of Commendation all the Barangay Councils for the Protection of Children (BCPCs) in the 27 barangays of Naga, the Kagawads on Children, the BCPCs Secretaries, and Plaque of Appreciation to the Evaluators and partner offices. Legacion particularly conveyed his appreciation to NCCWPC and Children Affairs Office Executive Director and City Administrator Elmer Baldemoro for ably leading the council in successfully translating the city’s vision into reality. He credited them for cultivating a safe haven for happy, healthy, and resilient children and creating programs that will effectively address the needs of the young Nagueños.
The mayor highlighted several key programs under his administration, attributing the city’s ongoing success in championing children’s rights to these priority initiatives.
On top of these priorities is giving children the right to development and education.
“Prayoridad ta po sa satuyang agenda sa irarom kan satong administrasyon, iyo an edukasyon. Pirme po kitang nag tutubod na ang edukasyon ang lyabe para sa pagmarhay sa pag buhay, siring kan naging personal na eksperyensya kan saindong lingkod. Parehas po ang mawot tang mangyari sa satuyang mga kaakian (In the agenda of my administration, education is a top priority. I believe that education is the key to a better life, as I have personally experienced. I also wish the same for our children and youth),” Legacion said.
In just a span of 4 years, Legacion was able to put up five (5) new school buildings within the city; one (1) elementary school in Sitio Yabu, in Brgy. Carolina, and 4 secondary schools in Brgys San Isidro, Balatas, Sta. Cruz and Mabolo.
The new classrooms were able to accommodate 1,500 students who were assured of convenient learning inside a well-built edifice.
Legacion also introduced the Bike to School program and sustained the Quality Universal Education Empowerment in Naga (QUEEN) program, an initiative started by his predecessors. Under this program, indigent families were able to receive financial assistance and rice subsidies, prioritizing the nutritional needs of children.
Seventy-one (71) Educare centers served as home to 3,493 pre-schoolers, guaranteeing the delivery of high-quality early education services to early learners. (PIA 5/ Camarines Sur)
