Coastguard tightens vessel safety inspections in Central Visayas

CEBU CITY, Cebu (PIA) — The Philippine Coast Guard District Central Visayas (CGDCV) has intensified its inspection of vessels and boats operating within its coverage area to enforce maritime safety and security.

CGDCV Command Center Director ENS Abel Jan Lomboy said their Vessel Safety Enforcement Inspection (VSEI) will be strengthened in Cebu, Bohol, and Camotes Island.

Lomboy said the VSEI ensures that all types of domestic vessels comply with and maintain the safety standards, rules, and regulations set by the Maritime Industry Authority (MARINA) and other agencies such as the Bureau of Quarantine (BOQ), Department of Labor and Employment (DOLE), National Telecommunications Commission (NTC), and others.

“If a deficiency is found, we provide a timeline for the stakeholders and crew to rectify the defect,” Lomboy said.

He added that non-compliant vessels without a valid reason will be issued an Enforcement Inspection Apprehension Report or EIAR, which is subject to investigation.

This aims to assist vessel owners and operators in maintaining safe and efficient operations while avoiding unnecessary penalties.

In 2024, CGDCV recorded seven vessels or shipowners who were sanctioned in relation to the VSEI.

The VSEI checklist includes ship certificates and documents, seafarers’ certification and watchkeeping, wheelhouse documentation, instrumental equipment, crew and accommodation, fire safety measures, boat deck, open deck, life-saving appliances, navigational safety, radio room, structural safety, and more.

Lomboy encourages passengers of vessels or boats to report if they observe any inconsistencies or absence of required safety equipment, such as life-saving appliances, to the nearest PCG office or directly contact the district PCG hotline at 0966-780-5606.

“If there are any issues, the district will ensure immediate action to deliver our services more efficiently, not only for safety but also for security and the protection of the maritime environment,” he assured. (JJT/PIA7)
