CABARROGUIS, Quirino (PIA)- – The Bureau of Jail Management and Penology (BJMP) 2, Cabarroguis District Jail (CDJ), and Quirino State University (QSU) Diffun campus recently signed a memorandum of agreement (MOA) for the implementation of the College Education Behind Bars (CEBB) program in Region 2.
Jail Senior Inspector Janos F. Taeza said the CEBB program is the first in the region and an innovative initiative that aims to offer Persons Deprived of Liberty (PDLs) access to college-level education.
“By combining the resources and expertise of BJMP 2, CDJ, and QSU, we hope to deliver quality education to the PDLs, help them pursue higher education degrees, and equip them with essential knowledge and skills for successful reintegration into society,” Taeza said.
Under the agreement, QSU, a premier institution of higher learning in the region, will offer academic programs for the PDLs to promote inclusive education and community engagement.
The BJMP-CDJ, on the other hand, is committed to the safekeeping and development of PDLs, ensuring their welfare, and supporting their rehabilitation and reintegration into society.
Other than the MOA for CEBB, a MOA for Skills Training and Livelihood was also signed between BJMP Region 2 and the QSU Cabarroguis campus.
“The events create a critical milestone in providing developmental opportunities for the PDLs that eventually allow them to transform their lives, resulting in a lesser tendency to become recidivists and be able to contribute to a more just and equitable society,” Taeza further said.
