Comelec urges candidates to use environment-friendly campaign materials

CATARMAN, Northern Samar (PIA) — The Commission on Elections (Comelec) in Northern Samar has reminded political parties and candidates of the May 12 national and local elections to use recyclables and environment-friendly campaign materials. 

During the Huruhimangraw sa Panginudto radio program of the Philippine Information Agency on February 12, Provincial Election Supervisor Fidel C. Amacna said candidates should avoid using campaign and election propaganda that contains hazardous chemicals and substances, as he emphasized environmental preservation. 

Lawyer Amacna explained Comelec Resolution No. 11111, issued on February 5, 2025, where it contains the State policy to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature, as enshrined in Section 16, Article II of the 1987 Constitution. 

He added that the resolution prohibits election propaganda in the form of posters or standing displays (standee) that are not made of cloth, paper, cardboard, or any recyclable materials. 

The use of single-use plastics, as well as styrofoam and other flex, non-biodegradable materials and hazardous substances used in election campaigns, services or events, prohibited under applicable laws, ordinances, and resolutions issued by the local government units, shall also be prohibited. 

Amacna informed that campaign materials are considered illegal if they do not follow appropriate sizes, are not made of the right materials, and are posted in areas not considered as common poster areas.  

Punong Barangay Frine Arillo of Brgy. Dalakit expressed his appreciation to the new Comelec resolution which addresses the challenge of solid waste accumulation particularly in his area, the biggest barangay of the capital town of Catarman.

Arillo said the implementation of the new law is one strong point to help lessen the increasing waste accumulation that has become a serious threat to the environment, health, and safety of the people of Catarman. 

Amacna also enjoined the cooperation of the public to report to their office or to the law enforcement agencies for any election-related concerns, and reminded as well the candidates to strictly follow election laws to avoid offenses particularly on the abuse of state resources. 

He also reminded the public to exercise their right to vote and choose candidates that will truly represent the best interest of the community and the country. (TBC/PIA Northern Samar)
