CSC-10 propels digital transformation at CU Knowledge Festival 2023

CAGAYAN DE ORO CITY (PIA)– Emphasizing the pivotal role of digital transformation, the Civil Service Commission (CSC)-10, represented by Assistant Regional Director Lawyer Cosette Maglasang Mundo, delivered updates on the strides made in e-governance within the Philippine Civil Service during the Capitol University Knowledge Festival 2023, December 16.

The festival’s theme, “Defining the Role of Technology and Artificial Intelligence in Graduate Education,” set the stage for discussions on the integration of technology in the public sector.

“At present, the focus of the Civil Service is digital transformation. In fact, the vision of the CSC has been changed to ensure that digital transformation is included. That vision of the Civil Service Commission is also aligned with the vision of the Philippine bureaucracy,” Mundo said.

To gauge the progress of this transformation, Mundo highlighted the commission’s comprehensive digital maturity assessment. This assessment covered various aspects, including innovation, people, organizational culture, governance, leadership, technology, and the capacity of individuals within the organization. Despite strides made, Mundo acknowledged, “There is still so much work to be done to reach the digital transformation or to attain the digital transformation in the Civil Service Commission.”

She further added that the primary objective of the CSC’s digital transformation is to enhance both employee and customer experiences. For employees, the focus is on streamlined processes, enhanced collaboration, flexible work arrangements, empowerment, engagement, and providing access to information and resources. Meanwhile, for customers, the CSC aims to offer more convenient and personalized services through digital channels.

The CSC also employs various systems in its digital transformation journey, including the Human Capital Management System, Knowledge Management Portal, Public Sector Employee Organization Management System, and the Administrative Justice Information System.

Mundo detailed the strides made in online learning and examination management through systems such as the Learning Management System, Computerized Examination (ComEx), Online Civil Service Examination Application System (OCSEAS), Online Regional Appointment and Scheduling System (eServe), and Civil Service Eligibility Verification System (CSEVS).

OCSEAS, in particular, stands out for its innovative features, allowing for the remote filing and processing of applications and eliminating long queues and crowd congestion. The system streamlines the scheduling of personal appearances, data collection, plotting data for the CS Form 100, and uploading exam results, ultimately enhancing efficiency and minimizing errors.

The Capitol University Knowledge Festival 2023 also addressed various other pertinent topics, including jurisprudence on accountability and good governance, educational changes and reforms through action research, cultivating a culture of empowerment and innovation, mastering recruitment, employer branding, excellent employee engagement, and advocating for rights and fairness in the online marketplace.

In addition to these discussions, the plenary session featured Dr. Renel Jay Quirit of the Department of Education-10, who shared expertise on defining the role of technology and artificial intelligence in graduate education, contributing to the festival’s broader exploration of technology’s impact on education.

Capitol University also took part in promoting the viability and growth of cooperatives as instruments of equity, social justice, and economic development through a joint research project with the Opol Community College, Tagoloan Community College, and the Cooperative Development Authority-10.

“Truly, this affair has been very enriching, and we have received a lot of input from our speakers today. We had 16 power talks, and of course our plenary speaker provided very, very powerful information that you can use,” said Graduate School Dean Dr. Edwin Du.

Marking its fifth year, the annual Knowledge Festival is where the university transcends the boundaries of traditional learning through short power talks. The event gathered experts and practitioners to contribute to the evolution of CU’s teaching environment. (RTP/PIA-10)
