BAGUIO CITY (PIA) – The Civil Service Commission-Cordillera (CSC-CAR) is urging government workers without eligibility but who have rendered service in the government for an aggregate of at least ten years to apply for the Grant of Career Service Eligibility-Preference Rating (CSE-PR).
CSC-CAR OIC Chief Human Resource Specialist Maira Geneva Nuarin said the CSC was able to grant 76 applications for professional eligibility in Cordillera since the application opened in 2024. At least 14 applications for the sub-professional were also granted.
Nuarin said the CSC-CAR continues to process other applications.
Job Order, Contract of Service, Casual, Contractual, Coterminous, occupying Categories III or IV position, Career service employees with first level eligibility, or a combination of any of the aforementioned (JOCOSC6) who have rendered service for the government for at least ten years are qualified to apply for the CSE-PR.
“Ang dami-daming job order, COS, pero ang dami naman pong bakanteng plantilla item, hindi maipasok dahil wala silang eligibility pero meron po silang skill. This is to recognize the contributions of our JOCOSC6 at para mabigyan sila ng pagkakataon na makakuha ng permanenteng posisyon,” Nuarin said.
Nuarin said that the CSC central office will generate a list of candidates of qualified applicants for the grant.
Applicants must have taken the Civil Service Exam (CSE) and have obtained a rating of 70 to 79.99.
Under the CSE-PR, a maximum of 10 points may be given to a qualified applicant, to meet the 80 percent passing. Career service eligibility via CSE-PR shall not have a rating higher than 80.00.
Applicants must complete the requirements within six months from the date of the release of the results of the CSE taken.
Nuarin noted that the grant can only be used once that is why applicants must think twice about whether to use it for the first level or second level eligibility.
“Pag-isipan ninyong mabuti, gagamitin na po ba ninyo ito mismo sa sub-prof o sa prof. Kapag na-grant na po ito sa subprof, hindi na po kayo puwedeng mag-apply [ng grant] ulit for prof,” she clarified.
The documentary requirements are duly accomplished CSE-PR application form, which is downloadable from the CSC website, three pieces of identical ID pictures, original and photocopy of one valid ID, original and photocopy of Philippine Statistics Authority birth certificate, and printed report of rating that can be generated through the online career service examination result generation system.
Applicants must also submit the notarized certificate of actual services rendered, a copy of notarized contracts, appointments, or other evidence of employment, and a copy of notarized performance rating covering the latest two rating periods.
Nuarin emphasized that the certificate of employment is not accepted as evidence of employment. In the absence of the mentioned documents, a joint affidavit of the applicant and the highest HRMO or head of agency must be submitted.
“Hindi po tinatanggap ang certificate of employment. Kung wala po ang mga nabanggit ko, kayo po ay mag-joint affidavit ng highest HRMO or ng head of agency na talagang naka-specify po doon ‘yung taon, gaano po kayo katagal nagtrabaho sa ahensiya na ‘yun, ano ‘yung inyong mga function,” Nuarin stated.
Applicants may submit their application at the nearest field office in their area or to the CSC regional office or through mail.
The filing fee, which covers the evaluation of application and processing of certificate or certification of eligibility, is P500. The estimated period of evaluation is 15 days and the processing of the certificate is five days. (JDP/DEG-PIA CAR)
