The Development Academy of the Philippines (DAP), serving as the focal organization for the Asian Productivity Organization’s (APO) Center of Excellence on Public-Sector Productivity (COE-PSP), invites public sector organizations to the Productivity Challenge Program (PCP).
Three Core Initiatives
The PCP aims to enhance government efficiency and effectiveness by fostering innovation and sustainability across various public-sector agencies. It is anchored on the following initiatives, designed to improve productivity and service delivery within the public sector:
1. Productivity Spark
This initiative empowers public-sector employees to submit innovative and practical ideas to enhance government operations and service delivery. It seeks creative solutions that can lead to meaningful and impactful improvements in public administration.

2. Fastbreak
Focused on accelerating service delivery, Fastbreak challenges government agencies to redesign their processes to achieve substantial reductions in transaction times for core and support services. The goal is to foster a more agile and responsive government.

3. Paper-less initiative
Themed “2025 Paper-less: 1 Million Sheets of Paper Saves,” this eco-friendly initiative encourages agencies to adopt sustainable, paperless solutions. The campaign covers “paper-less solution” implemented from January 2023 to December 2024, aiming to promote operational efficiency and environmental responsibility.

Call for Participation
The PCP is open to a range of public-sector organizations, including National Government Agencies (NGAs), their attached and regional offices, Government-Owned or Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), and Local Government Units (LGUs).By participating in the Productivity Challenge Program, agencies have the opportunity to demonstrate their commitment to innovation, efficiency, and sustainability while contributing to a more effective and citizen-centered government.
