Dapitan City becomes ZamPen’s first fully eBOSS compliant LGU

DAPITAN CITY (PIA) – This city has now become the first Electronic One-Stop Shop (eBOSS) in the entire Zamboanga Peninsula, allowing residents to enjoy faster permit processing time. 

Established under Republic Act 11032, or the Ease of Doing Business and Efficient Government Services Delivery Act of 2018, the eBOSS is capable of issuing electronic versions of permits through its online system which can receive electronic business applications through a Unified Application Form. 

Through this, it can issue electronic tax bills and accept e-money as an alternate mode of payment for Fire Safety Inspection Certificate Fees, and Barangay Clearance Fees.

With just a click of a button, applicants will be directed to Dapitan City’s website, where they will find step-by-step instructions guiding them through the process.

To accommodate applicants without electronic devices or stable internet connection, the city has set up a kiosk at the city hall. Equipped  with its own designated Wi-Fi network and android tablets, this facility provides convenient access for all.

City Administrator Atty. Amalou T. Monroyo disclosed that during the initial evaluation by the Anti-Red Tape Authority (ARTA), Dapitan City was found to be non-compliant with all seven eBOSS requirements, much to the surprise of both the city administration and ARTA officials. 

However, rather than being discouraged, Atty. Monroyo said that this setback only made them want to put in double the effort to improve. Within one month, the city already managed to complete five out of seven requirements before completing all seven a few months later.

Dapitan City Mayor Seth Frederick Jalosjos expressed gratitude to ARTA for guiding them throughout the entire process. The chief local executive also acknowledged that when the city initially sought assistance, ARTA willingly provided comprehensive support and direction, ensuring compliance.

“Don’t be afraid, they are not the enemy,” Mayor Jalosjos added.

He also clarified that ARTA,  like other evaluating agencies, are not fault-finding entities but rather identify areas for improvement.

ARTA Director General, Atty. Ernesto V. Perez shared that he hopes Dapitan’s achievements will only inspire other LGUs to strive towards becoming fully eBOSS compliant.

Dapitan proudly stands as the 35th out of 1,486 LGUs in the entire country to accomplish this significant milestone. (JPA/MLE/PJF/PIA9-Zamboanga del Norte)
