DAR 6 validates 75 percent of CCLOAs for Project SPLIT

ILOILO CITY (PIA) –The Department of Agrarian Reform (DAR) Regional Office 6 has validated 75 percent of the Collective Certificates of Land Ownership Award (CCLOAs) under the Project Support to Parcelization of Lands for Individual Titling (SPLIT).

The project involves the subdivision of collective land titles issued under the Philippines’ Comprehensive Agrarian Reform Program (CARP) into individual land titles.

“Kasi yung mga nakaraang taon, ang mga pagibibigay po noon ng DAR ng titulo ay tinatawag natin na Collective,” explained DAR regional head lawyer Sheila Enciso during the Kapihan sa Bagong Pilipinas Episode 5.

(In the past years, the DAR would issue what we call Collective titles only.)

Project SPLIT’s primary objective is to parcelize the CCLOAs so that ARBs can obtain individual titles in their names. 

“Ang layunin po nito ay magkaroon po ng individual title ang atin pong Agrarian Reform Farmer Beneficiaries na sa loob po ng maraming taon ay wala silang hinahawakan na titulo,” Enciso added.

(The purpose of this project is to provide individual titles to our Agrarian Reform Farmer Beneficiaries, who for many years have not held any titles.)

In Western Visayas, there are 15,000 CCLOAs encompassing a total of 181,000 hectares. 

To date, approximately 14,000 hectares have been subdivided and with individual land titles registered at the Registry of Deeds. 

The process begins with the validation of ARBs, followed by an agreement on how to subdivide the land. 

The validation for Project SPLIT is expected to be completed by the third quarter of the year. 

After the validation process, the land will be surveyed and go through bidding and documentation before individual titles are released by the Land Registration Authority.
