TUGUEGARAO CITY, Cagayan (PIA) – – Department of Agrarian Reform (DAR) Region 2 reported that over 1,000 farmers have already received land titles through a regional mass distribution in Cagayan Valley.
DAR regional director Primo Lara said the distribution of e-titles under Project Support to Parcelization of Lands for Individual Titling (SPLIT) and Certificates of Land Ownership Award (CLOAs) is anchored with the 9-point agenda or primary goals of no less than DAR Secretary Conrado M. Estrella III.
Under the department’s Land Tenure Security Program and Project Support to Parcelization of Lands for Individual Titling (LTSP and SPLIT), a total of 500 Agrarian Reform Beneficiaries (ARBs) received 3,000 individual regular and e-titles covering 3,693.3812 hectares on July 7, 2023, in Cabagan, Isabela.
The said region-wide mass distribution of CLOAs, according to Lara, coincided with the ceremonial signing of the New Agrarian Emancipation Act (NAEA), which condones all principal loans, unpaid amortizations, and interests for Agrarian Reform Beneficiaries (ARBs) and exempts them from payment of estate tax on agricultural lands awarded under the Comprehensive Agrarian Reform Program.
He said that the department also distributed e-titles under Project SPLIT and CLOAs with approximately 500 hectares of agricultural lands in the Isabela province and conducted a Free Legal Consultation on Agrarian Matters during the Bagong Pilipinas caravan on November 25, 2023, in the City of Ilagan, Isabela.
“Inspired by the agency’s aim to provide land tenure security to landless farmers through land acquisition and distribution and to implement, facilitate, and coordinate the delivery of support services to ARBs in the form of infrastructure facilities and farm machinery, the Department of Agrarian Reform Region 02 has successfully distributed 1,140 Emancipation Patents and Certificates of Land Ownership Award (EP/CLOAs) and E-titles to 912 Agrarian Reform Beneficiaries (ARBs) on April 17, 2024, in Cauayan City, Isabela,” the regional director added.
In its distribution of Certificates of Condonation with Release of Mortgage (CoCRoM), Lara said that the region had achieved 100% validation of classified accounts with a total of 38,547.33 hectares, 26,883 ARBs, and 47,732 titles.
As of June 2024, the agrarian department has recorded 2,036 registered e-titles, 1,933 distributed e-titles, and 3,721 validated CCLOAs.
“Up next is our DAR-to-DOOR. The objective of this initiative is to facilitate the distribution of titles by bringing them to the doorsteps of aged beneficiaries,” Lara added. (OTB/MDCT/PIA Cagayan)
