DBM capacitates public financial management practitioners in Cordillera

BAGUIO CITY (PIA) — The Department of Budget and Management (DBM), in partnership with the Association of Local Budget Administrator, Inc. – Cordillera Administrative Region (ALBA-CAR), engaged over 300 public financial management (PFM) practitioners in the region in  a three-day  capacity building training in Baguio City.

Held on July 3-5, 2024, the PFM Competency Program (PFMCP) for Local Government Units (LGUs)  capacitated the participants on all stages of the budget process, from budget preparation to procurement and budget accountability.

DBM Secretary Amenah Pangandaman said their ultimate goal in PMFCP for LGUs is to “promote good governance, financial accountability, and effective resource management in their respective localities.”

“The Department of Budget and Management is persistently working hard to enhance our PFM system, that includes developing the capacities of our PFM practitioners because you are the frontliners in delivering quality services to the people we have sworn to serve,” Pangandaman said in her message on the second day of the program.

The sessions included foundation courses in PFM, understanding relationship management and principles of internal control and internal audit, spearheading budget preparation, participating in budget authorization and review, and budget execution and accountability.

On behalf of the local leaders, Benguet Governor Melchor Diclas expressed his gratitude to the DBM for their solid commitment to leading the government towards an agenda for prosperity and economic transformation towards inclusivity and sustainability.

Diclas said the PFMCP for LGUs is truly crucial, timely, and relevant as they advance their collective goal for the new Philippines or Bagong Pilipinas, with the aim of promoting good governance, fiscal transparency, and accountability.

“Capacitating our workforce in fiscal governance not only in the skills they need but also in the values, behaviors, and cultures they must embrace help us ensure that the government programs achieve their intended outcomes. It promotes transparent financial practices as we remain responsive to evolving financial challenges and opportunities,” the governor said.

He also conveyed their support for the program and for the many more initiatives that the DBM has been developing. (DEG-PIA CAR)
