QUEZON CITY, (PIA) – The Department of Budget and Management (DBM) released the P11.6-B funding for the Performance-Based Bonus (PBB) of 920,073 teaching and non-teaching personnel under the Department of Education (DepEd).
As of September 1, 2023, the budget department has already facilitated the issuance of the corresponding Special Allotment Release Order (SARO) and Notice of Cash Allocation (NCA) to all the 16 regional offices of DepEd in line with the provision of the PBB for fiscal year 2021.
The issuance was made following the evaluation and validation of the updated documentary requirements that were submitted by DepEd from April to August 2023.
In a statement, Budget Secretary Amenah Pangandaman accordingly emphasized the need to expedite the release of the PBB to further empower the education sector.
“The DBM stands with our nation’s educators and recognize s their extraordinary work. Bilin po sa amin ni Pangulong BBM na huwag silang pabayaan. That is why we are one with our teachers in the pursuit of the immediate release of their PBB,” said Pangandaman.
The DBM meanwhile explained that the basis of granting of the FY 2021 PBB is the actual accomplishments of the education department within the same timeframe.
In January 2023, the Administrative Order No. 25 Inter-Agency Task Force accomplished the Final Evaluation Assessment awaiting the compliance of DepEd to the necessary supporting documents.
With the over 900,000 eligible personnel for the incentive, it took a total of five (5) months for DepEd to complete the documentary requirements.
On the other hand, some supporting documents for the FY 2021 PBB of non-teaching personnel were returned by the DBM to DepEd for certain revisions and revalidation of eligibility.
These include documents from the Schools Division Office (SDO) in eight (8) regional offices (ROs) including the National Capital Region (NCR), Cordillera Administrative Region (CAR), as well as ROs Nos. III, IV-A, VIII, XI, XII, and XIII.
Aside from the duplication of entries and the input of inaccurate information regarding the rendered months of service, the DBM also found that certain personnel are not part of the Personal Services Itemization and Plantilla of Personnel database of DepEd.
Once these concerns are addressed, the returned documents will be endorsed to the DBM for the processing and issuance of SARO and NCA.
At present, the DBM Central Office is still conducting a comprehensive review of the submitted documents for the FY 2021 PBB of non-teaching personnel under the SDOs of eight (8) other ROs. (DBM/PIA-NCR)
