DHSUD-7 partners with more LGUs for 4PH implementation in CV

CEBU CITY, Cebu (PIA) – The Department of Human Settlements and Urban Development 7 (DHSUD-7) have inked a memorandum of agreement (MOA) with 17 local government units (LGUs) in Central Visayas for the implementation of the Pambansang Pabahay or 4PH project.

Construction of the 4PH housing projects are already underway in five of the total LGUs, namely, the municipalities of Toledo, Medellin, and Compostela, and Carcar City in Cebu, and the municipality of Panglao in Bohol.

“To participate ani nga programa, kining mga provincial and local LGUs natu (To join the program, the provincial local LGUs)will need to enter into a Memorandum of Understanding (MOU) with DHSUD, PagIBIG Fund, and the contractor for the implementation of the project, said DHSUD-7 regional director Atty. Lyndon D. Juntilla during the ‘Kapihan sa Bagong Pilipinas’ program on Sept. 24 in Cebu City.

Juntilla said that after the project location has been identified, the LGU and DHSUD will then enter into a MOA leading to the final process, which is the tripartite agreement between the LGU, PagIBIG Fund, and contractor or project developer.

He said they will continue strengthening their efforts in encouraging more LGUs and developers in Central Visayas to build housing projects under the 4PH program to fulfill the goal of the Pambansang Pabahay Program in providing affordable homes to Filipino informal settlers and address the existing housing backlog in the region.

4PH program in Central Visayas

With the ongoing implementation of 4PH projects in the region, Juntilla emphasized the importance of having stronger collaboration and cooperation, especially on the part of the LGUs and housing developers, for the effective implementation of the government’s flagship housing project.

(The cooperation of parties involved is needed for a new Philippines.)

The regional director stressed that all LGUs, private partners, and developers who will enter into an agreement for the implementation of a 4PH project are mandated to follow the procedures and comply with all the licenses and other requirements until the completion of the housing project.

“Ang hindrance ra gyud ani is looking for a partner, which is the LGU. Mao ra ang kadaghanan problema sa mga LGUs ang pag pangita sad og partner contractors,” the regional director concluded.

(One hindrance to this is looking for a partner LGU, while some LGUs are also faced by the challenge of looking for partner contractors.)

The 4PH program is the government’s flagship housing project implemented under Executive Order No. 34 issued by Pres. Ferdinand “Bongbong” R. Marcos Jr. in July 2023.

The order directed all national government agencies, government-owned and controlled corporations, and local government units to submit an inventory of all available lands for the implementation of the program.

DHSUD-7 was the featured agency during the 18th episode of the ‘Kapihan sa Bagong Pilipinas’ program, a platform initiated by the Presidential Communication Office (PCO) through the Philippine Information Agency (PIA).
The activity aims to amplify public understanding and engagement with the national government’s programs and projects through the different implementing government agencies.
