The program emphasizes the need for collaboration between government agencies, non-government organizations, and other stakeholders to create sustainable and inclusive communities for Filipinos.

PLANADO aligns with national development strategies such as AmBisyon Natin 2040 and President Ferdinand R. Marcos Jr.’s Pambansang Pabahay para sa Pilipino Program (4PH).
