BAGUIO CITY (PIA) — The Department of Human Settlement and Urban Development (DHSUD) provides technical assistance to local government units (LGUs) in the formulation of their Comprehensive Land Use Plan (CLUP) to help ensure that the plan caters to their needs of land resources and is doable.
Marcial Aloda of DHSUD-Cordillera said that out of 77 LGUs in Cordillera, 12 have no CLUPs. A total of 38 LGUs have updated their CLUPs while others are for updating.
Aloda said the LGUs with no CLUPs are the priority beneficiaries of DHSUD’s Plan and Do (PLANADO) and Regional Institutional Development Support (RIDS) programs.
The PLANADO is aims to streamline and digitalize land use and urban planning and development towards building smart, green, resilient, and inclusive human settlements.
The RIDS program, on the other hand, is a collective effort to address governance challenges in the LGUs.
“Hanggang grassroots po kami, we have to sit with them, plan with them,” Aloda said.
DHSUD-CAR Regional Director Antonette Anaban said the department makes sure that every plan is well implemented.
“Kung meron tayong plan, dapat executable, dapat implementable. With the PLANADO program of the DHSUD, we make sure that the plan that we do will be implemented. And these plans are vital tools in guiding the sustainable development of communities, ensuring that land resources are utilized efficiently, and responsibly to meet the needs of our current and future generations,” Anaban said.
The DHSUD has entered into a memorandum of agreement with the Department of the Interior and Local Government -CAR and the University of Cordilleras for the implementation of the RIDS program this year.
In anticipation of the full implementation of the Devolution Transition Plan by 2026, all CLUPs must be approved by 2025.
The DILG issued Memorandum Circular No. 2024-084 reminding LGUs without and with outdated CLUP to prepare and/or update their respective CLUP and zoning ordinances (ZOs) using the CLUP guidebooks.
Compliance to an approved CLUP is one of the specific indicators of the Seal of Good Local Governance. (JDP/DEG with report from Fatima Gilledo-PIA PHINMA UPang Intern)
