MANILA, (PIA) — Three key national and local government agencies have partnered to create a staging area for the Pambansang Pabahay para sa Pilipino (4PH) Program in Pasay City, aiming to prevent displacements during housing projects.
This collaboration, formalized through a memorandum of agreement (MOA) between the Department of Human Settlements and Urban Development (DHSUD), along with Pasay City and the Manila International Airport Authority (MIAA), will see the establishment of a staging area for informal settler families (ISFs) needing relocation during the 4PH project.
“Ang proyekto sa ilalim ng MOA na ito ang magsisilbing showcase area ng ating pagsusulong hindi lamang ng 4PH Program kundi pati na rin ang ating hangarin tungo sa urban renewal o redevelopment. Ang Pasay City ang magiging pilot area ng ating urban renewal program na kasama sa mandato ng DHSUD sa urban development,” DHSUD Secretary Jose Rizalino Acuzar said.
(The project under this MOA will serve as the showcase area of our promotion of not only the 4PH Program but also our desire towards urban renewal or redevelopment. Pasay City will be the pilot area of our urban renewal program that is included in the mandate of DHSUD in urban development.)
The purpose is to provide temporary housing until ISFs can transition to permanent units.
Acuzar praised the initiative for prioritizing community welfare. The Pasay City staging area, part of the 4PH Program, ensures no disruption for beneficiary-families during home construction.
Secretary Acuzar touted Pasay City as a model for urban renewal, articulating its role in DHSUD’s development plans.
“Tayo nang isulong sa Pasay City ang isa na namang proyektong tatak PBBM –Pamayanang Bago. Bagong Mamamayan, sa ilalim ng mas matatag at mas maunlad na Bagong Pilipinas,” Acuzar added during the simple signing ceremony with Pasay City Mayor Imelda Calixto-Rubiano and MIAA General Manager Eric Jose Ines.

The agreement includes building temporary shelters, community development, and strategic placement near the airport for convenience, with added amenities like parks and basketball courts.
Focusing on empowering marginalized groups, this project reflects the Marcos administration’s dedication to uplifting underserved communities.
The Pasay City staging area sets a benchmark for future urban renewal projects, showcasing a commitment to progress for all.
The agreement outlines each party’s roles, from selecting beneficiaries to preparing socially and constructing housing units.
