ROXAS CITY, Capiz (PIA) — The Department of Information and Communications Technology has showcased its Government Emergency Communications System Mobile Operations Vehicle for Emergencies (GECS MOVE) as part of the vital government response during the 4th quarter National Simultaneous Earthquake Drill (NSED), Nov. 14, at the Villareal Stadium in Roxas City.
The cutting-edge mobile emergency telecommunications unit is a vital asset designed to support communication during emergencies, especially in areas with damaged infrastructure.
During the simulation activity, a DICT team led by Engrs. Sherwin Roy Faduga and Lorwell Onglatco provided guidance and demonstration on how the GECS MOVE units can serve as an efficient tool for communication during times of crisis.
“We will augment the GECS MOVE equipment if a total blackout from the telecommunication providers will be experienced during disasters,” said Engr. Onglatco, who is also the provincial head of DICT Capiz Provincial Field Office.

He added that the equipment boasts of a satellite internet and transceiver radio in Very High Frequency as well as Ultra High Frequency modulation which are vital connectivity assets especially in times of emergencies and disasters.
The initiative highlights the DICT’s commitment to improving disaster response and reinforcing the importance of digital tools in crisis management.
The 4th NSED in the region, piloted at the Capiz National High School and Capiz State University – Main Campus, both in Roxas City, was graced by the Office of Civil Defense 6 director Raul Fernandez.

The OCD 6 top official along with Capiz provincial government administrator lawyer Arthur “Ike” Biñas, CapSU president Dr. Efren Linan, led the ceremonial switch on of the drill buzzer at the CapSU Conference Room which signaled the start of the earthquake in the region.
“The government is trying its best to capacitate, equip, and empower our local government units to basically to prepare our people,” said Fernandez during a media interview.
