DILG opens local governance hub in Sibugay

DILG and MSAC  partner-agencies inked a Memorandum of Agreement (MOA), solidifying commitment to a collaborative approach in governance.

IPIL, Zamboanga Sibugay (PIA) — The Department of the Interior and Local Government (DILG) office in Zamboanga Sibugay, in partnership with the Local Government Academy (LGA), has recently launched the Provincial Local Governance Resource Center (PLGRC), a hub dedicated to knowledge-sharing and capacity-building to enhance local governance and public service delivery in the region.

To formalize its operations, the Multi-Stakeholders Advisory Committee (MSAC) convened its maiden conference, bringing together representatives from national government agencies (NGAs), non-government organizations (NGOs), civil society organizations (CSOs), people’s organizations (POs), local media, and the academe. 

The event served as a platform to align governance strategies, strengthen partnerships, exchange expertise, and ensure the sustainability of the PLGRC’s initiatives.

MSAC plays a crucial role in the PLGRC as its advisory body, bringing together various sectors to shape the center’s initiatives. It helps ensure that programs and policies are inclusive, evidence-based, and aligned with local governance needs. By tapping into the collective expertise of its members, MSAC strengthens the hub’s efforts in promoting good governance, capacity-building, and policy research to improve public service delivery at the grassroots level.

“The strength of the PLGRC lies in collaboration. Through MSAC, we ensure that governance solutions are inclusive, data-driven, and truly responsive to the needs of our communities,” said DILG Provincial Director Mario Baterna.

A key highlight of the event was the Memorandum of Agreement (MOA) signing between DILG and its partner agencies, solidifying their commitment to a collaborative approach in governance. The agreement paves the way for data-driven decision-making, capacity development, policy research, and public engagement to support efficient, transparent, and people-centered governance.

“This agreement paves the way for data-driven decision-making, public education initiatives, and resource mobilization to support LGUs in delivering efficient, transparent, and people-centered services,” PD Baterna said. 

The conference concluded with the election of DILG-Sibugay and its counterpart in the Philippine Information Agency as MSAC Co-Chair.

With the PLGRC now fully operational, it will serve as a key resource center offering seven core services, including performance assessment, public education, knowledge management, and research-driven policy development. Under MSAC’s leadership, the center aims to promote transparent, efficient, and responsive governance in Zamboanga Sibugay.

To sustain its initiatives and further strengthen governance strategies, the committee is set to meet again in June 2025 for its second-quarter meeting. (EDT/JPA/PIA9-Zamboanga Sibugay)
