SYUDAD SANG ILOILO (PIA) — Nagapahanumdom ang Department of Energy (DOE) sa lokal nga mga panguluhan kag iban pa nga mga ahensya sang gobyerno sa Kabisayaan Nakatungdan nga ipatuman ang Government Energy Management Program (GEMP) bangud isa ini sa mga mayor nga kaundan sang Energy Efficiency and Conservation (EE&C) Act sang pungsod.
Sakop sang layi ang tanan nga ahensya sang gobyerno, lakip na ang mga departamento, bureaus, opisina, branches, kag mga instrumentalities ukon political subdivisions, GOCCs, kaupod ang subsidiaries kag iban pa nga self-governing boards ukon komisyon sang gobyerno, LGUs, state universities, kag mga unibersidad.
Sa ginhiwat nga media forum sang Setyembre12, ginpahayag ni Lourdes S. Arciaga nga hepe sang Energy Resource Development and Utilization Division sang DOE Visayas Field Office ang mga importante nga kaundan sang layi kasubong sang iban nga mga EE&C measures para sa mga ahensya sang gobyerno.
Para sa Kabisayaan Nakatungdan, ginpakigbahin ni Arciaga nga may ara lang 61 ka LGUs nga compliant sa implementasyon sang GEMP, rason ngaa ginahangkat ang mga gobyerno lokal sa pagsunod diri bangud ini ginamandu sang layi.
Sa mga ahensya sang gobyerno, ang DOE nagahiwat sang spot-checking sang mga opisina para masiguro ang pag-obserbar sang GEMP.
“Currently, there are only 10 LGUs [in Western Visayas] with issuances on EE&C. This is a reminder to all the local chief executives. Hopefully, LGUs will be encouraged to comply and designate their respective Energy Efficiency and Conservation Officers (EECO),” siling ni Arciaga.
Lakip sa mga compliant LGUs nga nakabaton sang 5 stars amo ang mga munisipalidad sang Batad, Dueñas, Leganes, kag Mina, Iloilo, kag ang 4 stars amo ang mga munisipalidad sang Pavia sa Iloilo; Tapaz sa Capiz; kag Don Salvador Benedicto kag Isabela sa Negros Occidental.
Sa bahin naman sang mga ahensya sang gobyerno, ginhambal man ni Arciaga ang top-performing agencies sa patag sang GEMP implementation nga amo ang Bureau of Internal Revenue, Landbank of the Philippines, Environmental Management Bureau, Civil Service Commission, Philippine Ports Authority, Department of Social Welfare and Development, Bangko Sentral ng Pilipinas, Professional Regulation Commission, Philippine Health Insurance Corporation, DBP, Department of Public Works and Highways, Department of the Interior and Local Government, Department of Budget and Management, Department of Health, Mines and Geosciences Bureau, Department of Human Settlements and Urban Development, kag Philippine Information Agency.
Ginpahibalo man ni Arciaga sa media nga may Inter-Agency Energy Efficiency and Conservation Committee nga naga ebalwar kag aprubar sang Government Energy Efficiency Projects (GEEP) kag nagahatag direksyon sa implementasyon sang GEMP.
Sa bahin naman sang Direktor sang USAID- Energy Knowledge Empowerment- Western Visayas halin sa Central Philippine University (CPU) nga si Engr. Jeriel Militar, iya ginpaathag ang mga aktibidad nga ila ginahiwat bilang suporta sa implementasyon sang GEMP.
“As for the training, our funding basically came from the USAID covering two years. We only started our orientation programs among LGUs last June 2023,” siling ni Militar.
Ginhambal niya man nga ang CPU yara na sa ika-duha nga tuig sang implementasyon kag rollout sang GEMP training kag orientation, kaupod ang Iloilo Provincial Government.
“We wanted to spark up the interest of the LGUs and orient them as these are the mandated responsibilities of LGUs. Aside from sanctions, we also emphasize the incentives in case of compliance with GEMP as there are fiscal and non-fiscal incentives,” dugang pa ni Militar. (AAL/AGP/PIA 6)
