MISAMIS ORIENTAL (PIA) – The Department of Science and Technology (DOST) Provincial Office in Misamis Oriental, led by Engr. Ruel Vincent Banal turned over funds to the Bureau of Jail Management and Penology (BJMP-X) on December 11, 2024, at the Cagayan de Oro City Jail Male Dormitory in Lumbia. The support will fund a Catfish Production and Processing project benefiting persons deprived of liberty (PDLs).
After the turnover, stakeholders discussed finalizing the project’s implementation to align with PDL needs and jail capabilities.
It adopts “More Fish Than Water” technology developed by Dr. Arlyn Tacubao of General Santos City. This innovative method leverages advanced aquaculture techniques to maximize fish production, making it cost-effective and resource-efficient.
The program enhances the livelihood prospects of PDLs by equipping them with practical skills and innovative tools, driving personal growth and self-reliance.
The initiative is a testament to DOST Misamis Oriental and its partners’ commitment to a meaningful social transformation through science-based solutions and opportunities.
As the project progresses, it will serve as a model for similar initiatives nationwide, showcasing how strategic investments in technology and human potential can create lasting impact. By providing sustainable livelihood opportunities, it empowers inmates, supports rehabilitation, and facilitates their reintegration into society.
This collaboration demonstrates the key role of Science and Technology in inclusive development.
Key stakeholders attended the turnover with BJMP officials led by Region 10 Director JCSUPT Cesar M. Langawin and Cagayan de Oro City Jail Warden JSUPT Marlon Ymballa.
