NAGA CITY, Camarines Sur (PIA) – The Department of Science and Technology (DOST) recently donated an unsinkable boat to Siruma, Camarines Sur, to be used for emergencies in the coastal town facing the Pacific Ocean.
The donation, valued at P750,000, was made under the DOST Community Empowerment through Science and Technology Program. This program aims to enhance coastal municipalities’ disaster risk reduction and management (DRRM) capabilities.
To ensure effective use of the Unsinkable Porta Boat—an innovative Filipino invention—technical training sessions were conducted to equip DRRM personnel with the skills necessary for operating the boat during emergency situations and disaster response.
“The impact of this activity leads to the strengthening of the municipality’s ability to conduct rescue and safety operations along Siruma’s 91-kilometer coastline,” DOST Camarines Sur Provincial Director Patrocinio Felizmenio said.
Jellyfish attacks
In a case study conducted by the Provincial Science and Technology Office in Camarines Sur, it was found that communities in Siruma face significant challenges traveling from one barangay to another during the rainy season due to a lack of floating assets.
The study also noted that jellyfish attacks are common during the summer months.
Felizmenio explained that the unsinkable porta boat serves as “bantay dagat,” protecting against jellyfish attacks and ensuring marine safety for tourists at the local white sand beaches.
While the DOST funded the procurement of the boat, the local government unit will be responsible for operational costs, including fuel and maintenance.
Previously, the lack of proper rescue equipment limited Siruma’s ability to respond effectively to emergencies, forcing reliance on wooden fishing boats that are unsuitable for such operations, he said.
World-class Filipino invention
According to Felizmenio, this marks the first time that the DOST has utilized Filipino pride to leverage science and technology in empowering communities, particularly in disaster-prone coastal areas like Siruma.
The Unsinkable Porta Boat (UPB™), a patented invention by Ronald Pagsanghan, has been recognized by the Intellectual Property Office of the Philippines. Its durable and puncture-resistant design was inspired by the tragic loss of rescuers during Typhoon “Ondoy” in 2009, highlighting the need for safer and more reliable rescue equipment.
Some key features of the UPB™ include an innovative auto-drain system for effective rainwater removal, lifeline seats, and emergency handles for enhanced safety. Its lightweight and portable design allow for rapid deployment, making it ideal for rescue operations in coastal and flood-prone areas.
Felizmenio said that the UPB™ will support disaster response efforts, enforce maritime policies, and improve safety at the municipality’s growing tourism destinations. (PIA5/Camarines Sur)
