MANILA — Public Works and Highways Secretary Manuel M. Bonoan has announced the deadline for the requirement of civil works contractors to be certified with International Organization for Standardization (ISO) 9001:2015 standards, expanding the coverage to contractors with over P30 million available range of contract cost (ARCC).
Secretary Bonoan, through Department Order (DO) No. 110, series of 2024, enforces the implementation of the requirement for ISO 9001:2015 certification or its latest version as applicable in the bidding documents, to ensure government contractors conform to international standards in all components of its operations, and guarantee quality output that meet the Department standard spefications.
The DO sets the effectivity or compliance for Philippine Contractors Accreditation Board (PCAB) classified Large “A” contractors on January 1, 2025; Medium “B” contractors on July 1, 2025; and Medium “A” contractors on January 1, 2026.
Large “A” contractors are eligible bidders for projects costing over P300 million up to below P450 million ARCC; Medium “B” contractors for projects over P150 million up to below P300 million ARCC; and Medium “A” contractors for over P30 million up to below P150 million ARCC.
Meanwhile, Large “B” contractors or those handling projects over P300 million will continue to be required with ISO 9001:2015 certification, as per DO 01, series of 2011.
“This new DO will allow us to further filter our contractors and ensure we have the best implementors of our massive infrastructure projects under President Ferdinand R. Marcos’ Build, Better, More program,” said Secretary Bonoan. (DPWH)
