DPWH to build hub for local trade, commerce in Ilocos Sur town

 VIGAN CITY, Ilocos Sur (PIA) – The Department of Public Works and Highways (DPWH) will construct a multi-purpose building behind the farmers market in Brgy. San Antonio, Narvacan, Ilocos Sur, which will serve as a hub for local trade and commerce in the municipality.

Esperanza Tinaza, regional information officer of DPWH Ilocos, said the building is designed to function as a trading post, offering a dedicated space for local farmers, entrepreneurs, and traders to conduct business, boost economic activities, and strengthen the local market.

“The facility aims to improve market accessibility, support small enterprises, and create a more dynamic environment for commerce within the community,” she said.

The DPWH will oversee the construction of the building, including complete finishing, civil works, and the installation of electrical and mechanical systems, which ensures that the facility will be fully equipped for various uses to serve the residents of Narvacan effectively.

Benjie Peralta, supervisor of Narvacan Farmers Market, said the building will be used by wholesale sellers from other areas, particularly those delivering vegetables like onions and garlic, especially from Benguet province, to help local vendors maintain adequate stock once their goods are sold out.

“Deliveries to the farmers market currently take place alongside the road. So, constructing this building will make the process easier by providing a designated delivery area. It will also provide a place to rest so deliverymen won’t need to go home every day once the building is finished,” he said.

Peralta added the multi-purpose building will be open to all interested wholesale vendors; they must obtain a business permit from the local government unit.

By building modern facilities like the Narvacan multi-purpose building, the DPWH helps stimulate local economies, creates job opportunities during and after construction, and supports entrepreneurs.

It reflects the DPWH’s commitment to developing resilient, inclusive infrastructure that meets community needs.

The project, funded through the General Appropriations Act for Fiscal Year 2025 with a contract amount of P9,662,813.49, is expected to be completed on September 7 this year. (AMB/JMCQ, PIA Ilocos Sur)
