ILIGAN CITY (PIA) — The Department of Social Welfare and Development (DSWD)-10 assisted in two entrapment and rescue operations on May 7 and 9, 2025, to protect vulnerable sectors.
These operations led to the rescue of 10 victims, including minors, from online sexual abuse and exploitation of children (OSAEC). The Philippine National Police – Women and Children Protection Center – Mindanao Field Unit, Iligan City Police Office Task Force OSAEC, Regional Anti-Cybercrime Unit 10, Regional Anti-Child Online Sexual Exploitation and Trafficking Task Force 10, the Department of Justice, and local social welfare offices supported the operations.
During the first operation on May 7, seven victims were rescued in Purok Mangga, Barangay Tubod, and one female suspect was arrested. Investigations revealed that the victims were coerced into producing explicit content for online distribution in exchange for money.
A second operation on May 9, called “Oplan Queen,” rescued three minor victims in Purok 3, Barangay Tambacan, and apprehended a known OSAEC perpetrator. Authorities uncovered a scheme involving sexual acts performed by minors in exchange for online payments. Illegal drug use was also found in the area, contributing to the cycle of exploitation.
Social workers from DSWD-10 and the City Social Welfare and Development Office provided trauma care, psychosocial support, and arranged shelter for the victims through the Children Assessment and Processing Center. DSWD-10 continues to support the victims through case management, legal coordination, and rehabilitation.
“These rescue operations go beyond law enforcement—it is about restoring dignity and hope to children who have been stripped of both. As public servants, it is our calling to act swiftly and compassionately in the face of exploitation. These children deserve not only rescue, but a life of healing, opportunity, and respect,” said DSWD Regional Director Ramel F. Jamen.
The suspects are facing criminal charges under Republic Act 11930 (Anti-OSAEC Law), Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act), and Republic Act 11862 (Expanded Anti-Trafficking in Persons Act).
